Manager, Climate Change Policy

Purpose of Job

WWF-Malaysia is seeking a strategic, analytical, and dynamic Manager – Climate Change Policy Analyst to advance our climate governance agenda. The successful candidate will lead the implementation of the policy pillar of the Climate Change Programme Strategy, ensuring alignment with the WWF-Malaysia 2030 Strategy. As the programme’s key policy and technical expert, the incumbent will work across national policy and legal frameworks, while engaging with relevant state and local frameworks, to strengthen the integration of climate and nature considerations in Malaysia’s policies and governance. The main functions are:

1. Provide technical support, advice and assistance to the Climate Change Programme in relation to climate policy and legislation, including nature-based solutions, loss and damage, carbon trading, environmental protection and sustainable development.
2. Formulate and present technical recommendations on climate and nature policy and advocacy through strategically identified channels for such purposes to senior members of Conservation Department
3. Supervise and guide direct reportee/(s) on related issues.

While the incumbent is responsible for specific deliverables related to the CC Programme Strategy, he/she will also be guided by and is expected to contribute towards the achievement of WWF-Malaysia Strategy 2030 relevant WWF network Roadmap 2030 goals, WWF network Global Practices in particular the Climate and Energy Practice (or their revised versions) directly or indirectly and national policy outcomes related to climate governance.

Key Outputs

1. Ensure the timely delivery of the planned outputs under the Climate Change Policy Strategy.
2. Analysis of climate change governance issues particularly those under the purview of federal ministries that relate to the WWF-Malaysia CC Programme Strategy.
3. Develop policy papers in the manner of recommendation papers, briefs, position and technical reports related to the CC Programme Strategy.
4. Maintain and update a database of key legislation, policies, plans, guidelines, papers and reports related to CC Programme Strategy efforts/objectives.
5. Funding proposals for climate change and conservation as and when the opportunity arises.

Major Activities

1. Support Strategic Leadership & Engagement

• Support execution of the CC Programme Strategy: Drive the delivery of the policy and advocacy strategy under the CC Programme Strategy.
• Align Frameworks: Contribute towards aligning local climate initiatives to the overarching WWF-Malaysia 2030 Strategy (and its future iterations).
• Provide Analytical Support: Deliver technical advice (in relation to policy and legal aspects) in the planning, implementation, monitoring and evaluation of the Climate Change Programme Strategy and other strategic organisational documents as needed.
• Track Trends: Contribute to and monitor policy and legislative changes primarily at national/federal government level and support alignment as needed at state, and local government levels.
• Support Building Alliances: Establish and maintain relationships with external partners to influence policy changes.
• Identify Channels and Convene Dialogues: Map out new forums, conferences, and workshops as well as conceptualise and organise high-level policy discussions with internal and external stakeholders to advance the climate-and-nature nexus agenda.
• Represent Organisation: Participate meaningfully to represent WWF-Malaysia’s views and positions in relevant forums (e.g. meetings, dialogues, workshops, conferences etc). Represent WWF-Malaysia in government-initiated/NGO committees, advisory groups, WWF network groups and other relevant bodies as required.

2. Technical Analysis & Advocacy

• Analyse Documents: Review policies, development plans, and legal instruments related to climate action in Malaysia for potential environmental impacts and opportunities to integrate nature, as well as develop appropriate interventions.
• Author Advocacy Materials: Contribute to and draft official organisational position papers, briefing notes, articles, and presentations.
• Manage Consultations: Coordinate and consolidate organisational feedback on public consultation papers, and streamline feedback for national-level policy interventions.
• Ensure Accuracy: Quality-assure technical reports, proposals, and concept papers on climate policy intended for external use/ publication.
• Global Integration: Review global WWF climate advocacy materials to ensure Malaysian climate interests are reflected.
• Media Support: Draft and technically validate media releases regarding complex policy matters.

3. People Management & Financial Sustainability

• Supervise Staff and manage performance: Effectively supervise, guide, motivate, and coach direct supervisee(s) as well as monitor and manage their performance, including identifying appropriate training to ensure operational success.
• Secure Funding: Support the CC Programme’s fundraising bids for components with policy and advocacy elements, targeting the WWF network, corporate partners, public institutions, and other appropriate funding sources.

Specifications

1. A graduate with related academic background or a degree in law, environmental policy, environmental science, sustainable development, natural resource management or related study.
2. Minimum of three (3) working years in a related field and similar capacity.
3. Proven good working knowledge and understanding of environmental, conservation and sustainability issues at the global and national level with a focus on governance and legal matters pertaining to climate change in Malaysia.
4. An energetic self-starter who proactively looks out for new, creative ideas to strengthen environmental governance.
5. Resourceful, possess good research and analytical skills, innovative and critical thinking, interpersonal skills, versatile ability to work in a team and work independently.
6. Mature and able to work with minimal supervision and act on issues with professionalism.
7. Computer literate of office applications and the internet, and have the ability to present to partners, stakeholders and potential donors.
8. Excellent communication skills (written and oral) in English and Bahasa Malaysia.
9. Organising and management skills are required.
10. Able to constantly accept challenges, demonstrates ability to follow through tasks, meet deadlines and manage priorities.
11. Able to work collaboratively with both internal and external stakeholders.
12. Have the appropriate facilities to work from home effectively.
13. Willing to travel as and when required.
14. Pleasant disposition, hard-working, team player, committed, dedicated and focused on the conservation cause.

Salary Range

RM5,500 - RM8,000
