Job Description

Position Title: Head of Public Sector Partnerships (PSP), WWF-Viet Nam

Reports to: Program Development Director

Supervises: PSP Coordinator and consultants as required

  • Background

WWF was one of the first international non-governmental organizations working in Viet Nam, beginning its engagement in 1985. WWF-Viet Nam works closely with the Government and a wide range of partners to address critical environmental challenges, focusing on biodiversity conservation and reducing ecological footprints.

WWF-Viet Nam implements ambitious five-year strategic plans that require strong, sustained, and diversified funding sources. The Resource Acquisition function plays a central role in mobilizing funding and building strategic partnerships with public and private sector donors to support the strategic conservation plan implementation.

II. Major Functions

The Head of Public Sector Partnerships (PSP) is a senior leadership role responsible for developing, leading, and expanding WWF-Viet Nam’s public sector fundraising portfolio. The position directly reports to the Program Development Director, providing both strategic direction and hands-on leadership.

The Head Of PSP Will

  • Lead the development and implementation of the PSP strategy aligned with WWF-Viet Nam’s Strategic Plans.
  • Drive fundraising efforts from bilateral, multilateral, and public sector donors directly or across the WWF Network.
  • Secure public sector funding to support conservation priorities.
  • Build and maintain strategic, long-term partnerships with key public sector stakeholders.
  • Strengthen internal capacity and systems for effective public sector fundraising.

III. Major Duties And Responsibilities

  • Strategic Leadership and Fundraising (15%)
  • Lead the design, implementation, and regular updating of the PSP strategy as part of WWF-Viet Nam’s Resource Acquisition Strategy.
  • Identify public sector funding opportunities aligned with WWF-Viet Nam’s strategic conservation priorities.
  • Develop and maintain a strong pipeline of funding opportunities, with a focus on multi-million USD grants.
  • Lead engagement strategies with key bilateral and multilateral donors, ensuring long-term partnership development beyond transactional funding.
  • Position WWF-Viet Nam as a preferred partner for major public sector donors.
  • Business Development and Proposal Leadership (65%)
  • Lead development of high-quality proposals (incl. EOI, concept note, full proposal).
  • Lead or co-lead the development of complex, large-scale, and multi-country proposals.
  • Ensure all proposals meet donor requirements, WWF standards, and internal quality assurance processes (QAC).
  • Guide technical teams in framing strong program logic, results frameworks, and innovative solutions.
  • Ensure updates andeffective use of systems such as Grant Management Systems.
  • Partnership Development and Donor Engagement (10%)
  • Build and maintain strong relationships with key public sector donors, including government agencies and multilateral institutions.
  • Represent WWF-Viet Nam in high-level donor meetings, negotiations, and partnership dialogues.
  • Collaborate closely with WWF International and WWF Network offices to align donor engagement strategies.
  • Ensure compliance with WWF Network PSP standards and best practices.
  • Team Management and Capacity Building (5%)
  • Supervise and mentor the PSP Coordinator, providing clear guidance, performance management, and professional development.
  • Strengthen internal capacity across WWF-Viet Nam in public sector fundraising and proposal development.
  • Facilitate knowledge sharing, lessons learned, and continuous improvement in fundraising practices.
  • Systems, Reporting, and Coordination (5%)
  • Oversee and ensure proper maintenance of PSP donor databases and opportunity pipelines.
  • Ensure timely and accurate reporting to WWF-Viet Nam leadership, WWF Network, and donors.
  • Coordinate with internal teams (Finance, M&E, Communications, HR) to support proposal development and grant compliance.

IV. Profile

Required Qualifications

  • Master’s degree in biodiversity conservation, environmental management, development studies, business administration, political science, or related fields.
  • Minimum 10 years of professional experience in fundraising, partnership development, or program development in conservation or international development sectors.
  • Strong background in biodiversity conservation and/or development programming.
  • Proven track record of successfully securing multi-million USD funding from public sector donors (bilateral and/or multilateral).
  • Demonstrated experience leading the development of large-scale, complex proposals (including multi-country programs).
  • Strong understanding of international development cooperation, donor strategies, and funding mechanisms.
  • Experience working in the Greater Mekong Region or similar contexts is an advantage.

V. Working Relationships

Internal

  • Reports directly to the Program Development Director.
  • Supervises the PSP Coordinator and external consultants as required
  • Works closely with Practice Leads, Landscape Leads, technical teams, and support functions (Finance, HR, Communications, ESSF, M&E).
  • Engages regularly with WWF International and WWF Network PSP teams.

External

  • Engages with bilateral and multilateral donors, government agencies, development partners, and consultants.
  • Represents WWF-Viet Nam in external forums and partnership platforms.
