I. Background

WWF Thailand’s marine programme is moving from fragmented project opportunities toward a stronger and more durable Andaman marine programme. The WWF Belgium proposal highlights the need to retain essential programme capacity during FY2027 so that WWF Thailand can maintain continuity, consolidate evidence, coordinate with partners, refine workplans, support GEF9-linked readiness, and prepare the foundation for implementation in FY2028–FY2030

The programme also builds on previous emergency dugong and seagrass work, which used a systems-based approach combining scientific advisory support, institutional capacity strengthening, community-based monitoring, citizen science, equipment support, and regional/international engagement.

The Technical Coordinator will support the effective coordination, implementation, monitoring, documentation, and learning of WWF Thailand’s Marine and Coastal Conservation Programme, with an initial focus on the Andaman Marine & Coastal Conservation Strengthening Programme supported by WWF Belgium and WWF Sweden.

The position will help maintain programme continuity, consolidate technical evidence, coordinate with DMCR and local partners, support site profiling and field learning, and ensure that programme implementation is practical, evidence-based, locally grounded, donor-compliant, and ready for scaling from FY2028 onward.

The role is designed as a technical-operational coordination position, linking strategic programme design with field implementation, partner engagement, documentation, reporting, and internal WWF systems.

II. Major Duties And Responsibilities

  • Programme Coordination and Implementation Support
  • Support the Program Manager in coordinating implementation of the Andaman Marine & Coastal Conservation Strengthening Programme.
  • Maintain annual and quarterly workplans, activity trackers, partner follow-up trackers, and implementation calendars.
  • Support implementation planning for WWF Belgium and WWF Sweden funded activities.
  • Ensure activities are implemented in line with approved workplans, budgets, donor requirements, and WWF Thailand procedures.
  • Identify implementation delays, coordination gaps, and operational risks, and propose practical solutions.
  • Technical Coordination and Evidence Consolidation
  • Maintain a structured knowledge management system for marine programme documents, datasets, maps, field notes, meeting notes, photos, and reporting evidence.
  • Prepare technical summaries, agendas, background notes, evidence briefs, presentation inputs, site visit reports, meeting summaries, and short synthesis documents for internal and external use.
  • Support integration of lessons from PreZero Dugong, Emergency Dugong, MA-RE-DESIGN, and related coastal work into the broader Marine Programme.
  • Identify technical information gaps and coordinate with experts, partners, or consultants to fill those gaps.
  • Site Profiling and Field Learning
  • Coordinate preparation and updating of site profiles for Trang and Lower Andaman focal sites.
  • Compile information on ecological importance, local stakeholders, governance context, community dynamics, conservation issues, risks, opportunities, and previous WWF engagement.
  • Support field visits, community dialogues, site consultations, and partner meetings.
  • Support identification of feasible site-level actions for FY2028 onward, including community-based monitoring, seagrass and dugong conservation support, local governance strengthening, field learning, and investable conservation actions.
  • Partner Coordination and Technical Liaison
  • Support coordination with DMCR at central and site levels on marine habitat conservation, endangered marine species management, site coordination, field engagement, and technical alignment.
  • Support translation of technical recommendations into practical, locally feasible implementation steps.
  • Liaise and maintain constructive working relationships with government, communities, academic partners, local authorities, donors, WWF Thailand team members, and WWF network offices.
  • Monitoring, Evaluation, Learning and Reporting Support
  • Support activity monitoring, output tracking, participation records, field documentation, and learning capture.
  • Maintain sex-disaggregated participation data where relevant.
  • Support reflection and learning sessions with WWF Thailand team and partners.
  • Contribute to WWF Thailand’s wider PMEL/RBM and knowledge-sharing processes.
  • Administration, Procurement and Compliance Support
  • Coordinate with Finance, Procurement, and Admin teams to prepare and track procurement requests, contracts, purchase orders, payment documents, travel plans, and supporting documents.
  • Support preparation and tracking of consultant/service provider ToRs and deliverables.
  • Ensure activity documentation and evidence are properly filed and available for donor reporting and audit purposes.
  • Support logistics for field missions, meetings, workshops, community dialogues, trainings, and partner consultations.
  • Ensure clear separation and documentation of costs funded by WWF Belgium, WWF Sweden, and other funding sources, as relevant.
  • Safeguards, Inclusion and Risk Awareness
  • Ensure inclusive participation of women, youth, community representatives, and groups that may otherwise be underrepresented.
  • Support awareness of WWF Code of Conduct, safeguards principles, grievance awareness, and responsible engagement with communities.
  • Flag risks related to stakeholder expectations, unclear communication, elite capture, community conflict, or delayed implementation.
  • Support mitigation actions in line with WWF Thailand and donor requirements.
  • Communications and Knowledge Products
  • Support Communications team by providing verified field information, photos, captions, human-interest notes, case examples, and technical inputs.
  • Prepare and ensure communication materials are technically accurate and aligned with WWF Thailand’s messaging and donor expectations.

III. Required Qualifications

  • Bachelor’s or Master’s degree in Environmental Management, Environmental Science, Marine and Coastal Management, Natural Resource Management, Public Administration, Development Studies, Engineering, Social Sciences, or related fields.
  • Minimum 5 years of relevant experience in project coordination, environmental project implementation, technical coordination, field coordination, or donor-funded project support.
  • Experience working with government agencies, local authorities, communities, consultants, service providers, or NGO partners.
  • Experience in marine and coastal conservation, community engagement, waste management, circular economy, local governance, or natural resource management is desirable.
  • Experience supporting procurement, contract follow-up, donor reporting, field logistics, and evidence documentation is an advantage.
  • Experience working in coastal/island contexts, especially Trang, Lower Andaman, Koh Tao, or other marine sites, is an advantage.
  • Strong coordination, planning, organising, and follow-up skills.
  • Ability to manage multiple tasks, partners, deadlines, and documentation requirements.
  • Practical problem-solving skills and ability to work under time pressure.
  • Good interpersonal skills and ability to communicate with government, communities, technical experts, donors, and internal teams.
  • Good writing and documentation skills in Thai and working-level English.
  • Ability to prepare meeting notes, progress updates, field reports, and short technical summaries.
  • Proficiency in MS Office, Excel, PowerPoint, Google Drive/SharePoint or similar systems.
  • Ability to travel frequently to field sites.
  • High integrity, attention to detail, and respect for WWF policies, donor compliance, and Code of Conduct.
