Program Overview For Energy

The objective of the WRI India energy program is to inform and guide India’s transition to cleaner energy through strong research, ground-level implementation experience, partnerships with key stakeholders and communicating our work. The 5 pillars of the energy program focus on increasing clean energy demand, increasing clean energy supply, supporting sub-national energy transitions, raising the issues of materials and circularity for the energy transition and ensuring equitable development through energy transitions.

Job Highlight

The Energy Program at WRI India is seeking a motivated Program Head - Clean Energy and Markets with a background in regulatory and policy analysis and strong analytical capabilities to support our work on issues related to the grid integration of renewables in the Indian electricity sector.

The Role Will Involve

  • Tracking, monitoring, reviewing, and analysing key legal, regulatory, and policy developments relevant to RE integration, especially at the central level.
  • Representing and supporting WRI India in policy and regulatory discussions at key central forums.
  • Contributing to research on policy and institutional frameworks related to better system planning and smoother integration of renewables in the grid.
  • Communicating with various stakeholders, especially central sector electricity utilities, regulatory commissions, the Forum of Regulators, donors, partners, and other relevant agencies, to foster effective collaboration.
  • Leading or supporting capacity-building efforts to effectively communicate research findings to identified stakeholders and strengthen knowledge across the ecosystem.
  • Participating in research projects to produce knowledge products, reports, articles, and communication materials.
  • Supporting other strategic initiatives and program priorities, as required by the Energy Program Director.

What You Will Do

  • Lead or support WRI India's engagement in policy and regulatory discussions at key central forums to facilitate smoother integration of renewables in the grid by conducting & supporting independent research on policy and regulatory frameworks related to storage design and deployment, power system planning and pricing, utility tariff structures, and market instruments. Synthesize key findings into suitable knowledge products such as working papers, policy briefs, and reports for wider dissemination.
  • Represent and support WRI India in electricity-related regulatory and policy forums at the central level by presenting relevant research and insights on priority topics.
  • Lead or support the convening of meetings, workshops, and other deliberative processes to facilitate broader discussions on emerging issues and challenges related to renewable energy integration at scale.
  • Guide, support, and contribute to ongoing research in this area to ensure alignment between research outputs and policy and regulatory engagement at the central level.
  • Mentor and support teammates in their research and professional development.
  • Participate actively in team meetings, discussions, and presentations of research outputs.
  • Contribute to proposal development, stakeholder engagement, and other cross-program initiatives, as required.
  • Undertake additional responsibilities and assignments as may be required by the Energy Program Director to support evolving program priorities.

What You Will Need

  • A master’s degree in engineering, public policy, economics, law or related disciplines with at least 15 years of relevant policy and regulatory experience in the electricity sector.
  • Excellent communication and writing skills.
  • Strong research and analytical skills, supported by professional experience in the energy sector with contributions to regulatory/policy processes, and research publications.

Knowledge & Skills

  • Sound understanding of the legal and regulatory framework of the Indian electricity sector in general and of the central sector institutions in particular.
  • Ability to analyse, interpret and summarise complex legal and regulatory documents.
  • Familiarity with the financial analysis and techno-economic analysis relevant for the power sector.
  • Exposure to power sector modelling tools and software (e.g., PLEXOS, GridPath, PYPSA, etc.) is beneficial.
  • Willingness to learn new tools and modelling techniques related to the energy sector to contribute to the ongoing and new research projects is a plus
  • Strong ability to brainstorm and think creatively about all elements of their work
  • Willingness to travel and ability to work cooperatively with others to demonstrate flexibility in fulfilling assignments is essential.

Potential Salary and Benefits: INR 35,00,000 to INR 46,50,000 Per Annum
