World Wildlife Fund is seeking to hire a Monitoring and Evaluation Officer for the United States Department of Labor funded project: “Strengthening Decent Work in the Fisheries Sector in Peru and Ecuador”. The project will have a duration of 4.5 years with a total funding amount of USD 5 million. The objective of the project is to strengthen mechanisms to solve labor rights problems associated with illegal and unregulated fishing, increase the empowerment of workers and civil society to solve problems of labor rights in fishing, and increase the capacity of workers' organizations, port authorities, and the private sector to address violations of labor rights in fishing, with a focus on Peru and Ecuador.

This recruitment is part of an ongoing proposal selection process. Therefore, WWF will only be able to offer employment to the best candidate if USDOL selects WWF to implement this project. Award decisions are expected to be made between September 30 and December 31, 2021. The successful candidate must be available to staff the project no later than 45 calendar days after the award should WWF’s proposal be selected.

Description: The M&E Officer will formulate the overall monitoring, evaluation, and learning plan for the project and will be responsible for tracking progress and ensuring the implementation of the MEL plan. The M&E Officer will lead the development, rollout and implementation of performance monitoring and evaluation systems. In coordination with the Project Director, other key personnel, and partners, makes recommendations for program improvements based on analyses that explain program results (positive or negative) and assesses the ongoing and net impacts of project contributions. Will provides feedback to the Project Director, and project staff, and others on the sustainability of programs as currently implemented, cost-effectiveness versus impact, ongoing relevance, and provides lessons for application as needed.

Location : Ecuador or Peru (flexible in either country)
