Job Highlight:

As the Senior Legislative Engagement Manager, you will work closely with the Director of Government Affairs to amplify the impact of WRI’s US policy research. You will lead congressional outreach, analyze policy issues, help colleagues at WRI strengthen the impact of their research products in Congress, and contribute across WRI as an expert on the latest federal policy developments.

You will report to the Director of Government Affairs.


What you will do:

Strategy & Research 40%

  • Increase the impact of WRI’s research through strategic congressional engagement by identifying influence targets and developing influence strategies.
  • Research complex policy issues, serving as a subject-matter expert on legislation and legislative processes related to climate, energy, and other low-carbon and resilience priorities.
  • Keep WRI informed on legislative matters in the United States by tracking congressional proceedings, relevant actions in the private sector, and NGO policy recommendations related to energy and climate goals.
  • Communicate research and analysis by drafting talking points, slide decks, and leading internal briefings.


Outreach & Engagement 40%

  • Cultivate WRI’s influence by representing WRI and its research to legislative stakeholders including Congressional staffers, partner NGOs, and corporate partners.
  • Shape WRI’s public-facing engagement on legislation by drafting and reviewing statements, quotes, and social media posts.
  • Oversee WRI’s process for commenting on draft legislation, coalition materials, and private-sector positioning documents.
  • Ensure impactful and accurate written communications by writing and reviewing online content, working papers, and issue briefs.


Project & People Management 20%

  • Lead strategic expansion of WRI’s outreach to the Hill on priority issues.
  • Secure funding for WRI’s US program by engaging with funders and writing funder proposals and reports.
  • Shape project plans using legislative expertise.
  • Manage staff on the Government Affairs team.


What you will need:

  • Education: You have a completed Bachelor’s degree in related fields.
  • Experience: You have 8+ years of full-time work experience relevant to the job description.
  • You have experience working with climate/energy policy in depth
  • You have fist hand experience with politics as it pertains to climate/energy federal In-depth
  • In depth knowledge of key stakeholders working on climate/federal policy
  • You have solid research and writing experience related to climate/energy policy
  • You have experience building and working with broad and diverse coalitions to move policy forward
  • You have experience drafting messaging documents for key audiences related to policy goals
  • Languages: Verbal and written proficiency in English

Potential Salary:

$96,000 - $130,000 if based in United States. Salary is commensurate with experience and other compensable factors.
