Program Overview
WRI Indonesia’s e-mobility portfolio focus on reducing cities’ GHG emission through vehicle electrification and, in-paralel with the energy and climate programs, greening the electricity grid to reach optimum emission reduction. Our mission is to help cities and provinces to implement low carbon development, particularly in transportation and energy sectors, to achieve economic, social, and environmental goals.

Bali E-Mobility Goal
Since 2020, World Resources Institute (WRI) Indonesia has been supporting the Bali Transportation Agency (Dinas Perhubungan Bali) in transitioning towards e-mobility and renewable energy. Our support to Bali Government consists of scientific-based analyses, policy and roadmap development, and pilot implementation that are aimed to build strong building blocks for a thriving EV ecosystem in Bali. Furthermore, we play key role in facilitating stakeholders coordination, including national and subnational synergy, to increase participation and inclusivity within the framework of Bali’s e-mobility plan.

Transformative Urban mobility Initiative (TUMI)
The TUMI E-Bus Mission will build off WRI’s previous e-bus research and technical assistance activities. The project incorporates both deep transition support in a selected group of cities and peer-to-peer mentorship between cities. Through both the deep transition assistance and the mentorship program, the TUMI E-Bus Mission will systematically dismantle barriers to mass e-bus adoption, while mobilizing government and industry action. As part of TUMI’s coalition, WRI Indonesia plays key role in national and city stakeholder management, execution of the e-bus workplan, and mentee program support. In this phase 2 TUMI E-Bus Mission, WRI Indonesia will work with Bali Transportation Agency on a potential e-bus implementation within the provincial bus system.

Job Responsibilities
The transport analyst will work closely with WRI Indonesia’s e-mobility team to:
  • Coordinate and provide analytical recommendations as part of projects’ assistance to targeted key stakeholders
  • Develop the concept of EV zonation through regular consultation with Bali’s Department of Transportation and external/internal experts as necessary
  • Conduct analyses to determine the potential location of EV Zonation
  • Support technical analyses on Bali’s e-mobility roadmap development, including topics of, but not limited to, EV adoption targets, EV financing, policy gap, and priorities.
  • Support technical analyses to support Bali’s e-bus acceleration, including topics of, but not limited to, E-Bus technology and operational, E-Bus environmental impact, implementation, project financing, policy gap, and priorities
  • Support technical assessment as an entry point to collaborate with TUMI’s city network stakeholders under the supervision of WRI’s TUMI team.
  • Coordinate capacity building to TUMI’s mentee cities utilizing materials developed by TUMI coalition and provide contextual information on each city to create a fit-for-purpose knowledge transfer strategy.
  • Maintain communication with internal and external stakeholders as part of the project implementation strategy
  • Closely coordinate with Bali’s key stakeholders, especially Bali Department of Transportation, PLN, Department of Energy, and local stakeholders in developing analyses and recommendation to support Bali’s EV Zonation development
  • Facilitate discussion between Bali’s stakeholders to conceptualize and implement Bali EV Zone
  • Closely coordinate with TUMI’s Indonesia consortium PICs to enhance, implement, and monitor the project work plan
  • Engage with e-bus key stakeholders in Bali, including but not limited to, Transport Agency Bus Operators, and OEMs
  • Conduct outreach activities to TUMI’s selected Bali mentee cities in coordination with TUMI’s Indonesia consortium, as well as maintain communication with key contacts in the cities regarding project update and plan
  • Participate in planning and implementing outreach events (e.g. conference, FGDs, workshops) as necessary
  • Provide active participation to enhance and implement e-mobility team’s strategy and workplan
  • Actively participate in WRI’s Indonesia and/or WRI’s Global e-mobility strategic and coordination meetings
  • Actively provide technical recommendations and participate in knowledge products development to support WRI Indonesia’s role as a thought-leader in the e-mobility landscape
  • Maintain daily coordination with the team regarding projects’ update, progresses and challenges

Qualifications
  • Bachelor / Master’s Degree in transportation, civil engineering, geodesy, geomatics, or any other related field.
  • Minimum 3-5 years of full-time work experience in the transportation field, has knowledge and experience in EV study is a plus.
  • Legally able to work in Indonesia
  • Able to work in Bali
  • Studies, interest, or experience working on transportation, e-mobility, environment, and power sector issues is preferred
  • Proven extensive experience in statistical analysis and transport modeling
  • Experience in scientific writing with a history of publishing international peer-reviewed journals is a plus
  • Highly organized and systematic with strong time management skills and the ability to juggle competing priorities and deadlines required.
  • Excellent oral and written communication skills.
  • Professional fluency in Bahasa Indonesia and English.
  • Ability to work effectively in a fast-paced office environment and cross-sectoral themes
  • Highly motivated, strong can-do attitude, proactive work style, and excellent organizational skills and work ethic.
  • Problem solver who is willing to develop and share ideas internally and externally

Performance Standard:
  • Work plans are expected to be carried out timely and satisfactorily with minor supervision.
  • Must be capable of setting priorities and working under a tight deadlines.
  • Ability to work well with internal and external participants is essential.
  • Ability to work well in a group/team as well as working individually.
  • Knowledge of Microsoft Office Suite is imperative.

Deliverables
  • Final draft of Bali’s EV Zone Criteria
  • Final draft of Bali’s EV Zone Proposed Area
  • Final version or published knowledge products as planned in the projects
  • Technical analyses results (i.e. presentations or reports) as planned in the projects
  • Capacity building events conducted as planned in the projects
  • Monthly verbal or written progress report to the team

Period of Work
1 July 2022 – 30 September 2022 (3 months)

Terms of Payment
Daily-rate consultant with maximum 18 (eighteen) working days per month in average.

Must have authorization to work in Indonesia to be eligible for this position.

Final candidates might be required to take a writing test and to produce two writing samples when needed.

Consultant rate
: Consultant rate is commensurate with experience and skills.
