Program Overview
Bandung is a city with a high population growth rate, reaching 2,503,710 in 2018 and an average annual growth rate of 1.01%. The high rate of population growth contributed to the rapid development of the building environment, which led to an increase in temperature that corresponds to the impact of climate change. Remote sensing studies from LANDSAT-data showed that in 1996 the average temperature was 19.1C. In 2018 the average temperature was 28.7C. The hottest areas are located in the city center and are expanding to the suburbs due to widespread land use changes from vegetation and soil into concrete, asphalts, and building that adsorb, retain and re-emit more heat to the atmosphere.

Bandung is also a city with a higher increase in tropical heat than other subtropical cities due to the concentration of sunlight on the equator, so the Urban Heat Island (UHI) effects in Bandung directly affect health because high temperatures place an added stress on human physiology and causing lethargy or productivity. Such risks are very prevalent, particularly for children, the elderly, people with respiratory illnesses, and those who work and frequently have outdoor activities. Currently, there is no direct policy for reducing UHI effects. While several policies aimed at mitigating and adapting to UHI effect exist, which can be found in the masterplan, zoning regulations, building codes, and environmental policies, these policies are not purposively focused on combating the UHI effect despite their potential, if implemented, to positively contribute to mitigating and adapting to the city’s increase in temperature.

High temperatures also intensify the effects of Short-Lived Climate Pollutants (SLCP) in cities that can make it difficult to breathe, which in turn triggers asthma attacks and worsen the impact of the COVID pandemic and spiking emergency room visits. This is particularly concerning because asthma is the most common chronic disease among children and young people, and COVID Pandemic gives a perfect example where mobility is limited but the poor air circulation and heat in a dense urban and slum residential often make staying at home is difficult. If these factors go unabated, the risks could rapidly intensify the impact of climate change as ex-amplified by high rainfall volume and intensity followed by flash floods.

World Resources Institute (WRI) Indonesia is pleased to present this project to partner with Foundation Botnar on the theme of Safe and Sound City. Since 2015, WRI Indonesia has been working with city governments of Jakarta, Bandung, Semarang, and the province of Bali on a variety of topics such as road safety, acceleration to e-mobility adoption, air quality management strategy, improvement of public access to a safe public and green space, strengthening urban community resilience against climate change and sustainable urban development. As the public became the dominant stakeholder in all these works, it has strengthened our belief that cities that are designed and safe for children and young people are cities that are safe for all. As well-designed spaces are meant to support the livelihood of the current and future generations that occupies it. Furthermore, WRI Indonesia also works closely with many global flagships program from WRI Ross Center for Sustainable Cities, a dedicated center that aims to create a thriving urban environment for young people through a comprehensive systems-based approach. We understand that prioritizing young people cannot be solely a targeted or isolated effort but requires complex, systems-thinking, and collaboration that brings together diverse skills and ideas.

The project focus on young people (15-24 years old) especially youth from low-income households in Bandung. Under the Botnar Foundation grant, WRI plans to facilitate access to dialogue, and co-ideation and promote innovative solutions for young people to create a safe and sound city also the well-being of young people in an urban environment; particularly those related to solutions to reduce urban heat effects, improve air pollution, lower emission and improve traffic safety. The project will be monitored and evaluated through Key Performance Indicators on the perception of well-being, and the project data and reports will serve as a future reference and model for other cities in regard to infrastructure planning and the development of public policies. WRI also plans to develop a Case study to document and monitor the project and its impact, so that other cities can use it as a reference to support and inspire the development of future policies and projects. In addition, post-COVID recovery and global calls to mitigate climate change risks open an opportunity for the city government to build back better by improving community participation in co-designing a safer and sound city that considers the current and future risks of climate changes in designing the urban space place making.

The main objective of the Safe and Sound (S2) City project is to champion an empowered youth of Bandung that proactively contributes to the policymaking design of the safety of the urban space, builds back community residency post-Covid and actively participates in the implementation of low carbon mechanism to transform Bandung as a safe, low emission and innovative city. The specific Outcomes are as the following:
1) Established systematic understanding of safety predetermines in Bandung through engagement with youth in urban and rural areas
2) Enhance the level of engagement and increase capacity between youth and municipal administrations across Bandung that would facilitate discussions and knowledge sharing and provide access to a network of opportunities by the private sector
3) Initiated Bandung Youth Innovation Incubators as a formal youth consultative group in Bandung to provide inputs to urban policy design that would enable the young people to address key safety challenges in their city through creative processes and innovation

The S2 City project intervention transforming/reimagining public space towards a safer and more inclusive people-oriented environment to improve the safety and security of young people that translate into a strategic approach to enhance policies on safety and security improvement of young people through inclusive street redesign and in parallel engaged young people to strengthened the capacity of young people that transforming public space for safer and more inclusive, that leverage to enhance the role of youth people incubator as innovation bug for transformation change that involved private sector and local government which leads toward scale-up and sustainability.

The Global Communications Partner for Safe and Sound City Program (S²City) is an initiative proudly led by Global Infrastructure Basel Foundation (GIB) hosted by the Swiss Philanthropy Foundation and with the support of Foundation Botnar. This global program aims to improve the safety and well-being of young people in urban environments in secondary cities in the Global South. WRI Indonesia is an awarded organization to lead the implementation of the S2 City Project, where the implementation structure in Bandung will be led by WRI Indonesia.

Job Highlight
This position will be based in Bandung and report directly to Senior Program Lead for Urban Transport Planning while also working collaboratively with the Gender, Equity, and Social Inclusion Program Lead and the rest of the WRI Indonesia Cities Program team.

What You Will Do
  • Identify a private sector ecosystem that potential to support the implementation of innovative ideas from youth groups, such as placemaking and MSME business strategic development - app based in Bandung City.
  • Build influencing strategy in approaching the private sector potential.
  • Develop a roadmap and/or design for young people and private sector collaboration for the implementation of innovative ideas.
  • Manage strategic engagement and communications, especially with the private sector to support innovative ideas from youth groups and formalize them through formal commitments from at least of 2 private sector organizations, signed in through a cooperation agreement or similar document.
  • Facilitate and maintain the engagement process with the private sector.
  • Builds the profile of WRI Indonesia in Bandung city through communications and outreach to target audiences.
  • Lead capacity-building activities and dissemination of project findings and recommendations through various strategic meetings/workshops/training.
  • Lead knowledge products (e.g., report).

What You Will Need
  • Legally able to work in Bandung.
  • A minimum of 3+ years of relevant work experience, specifically program implementation, project management, outreach, and stakeholder engagement, and research will be advantageous (a graduate degree is preferable).
  • Minimum bachelor’s degree in a related field, preferably with coursework in environmental management, urban planning, sustainable development, sociology, social science, and anthropology.
  • Studies, interest, or experience working on environmental issues and urban development, especially related to urban safety and security.
  • Strong research and writing skills and ability to present complex information in a clear and concise manner.
  • Ability to write and speak in an organized, clear, and articulate manner for a wide range of audiences, including young people, local governments, the private sector, and NGOs.
  • Ability to deftly manage projects with strong critical thinking and creative problem-solving skills and balance attention to detail with big-picture thinking.
  • Ability to manage professional relationships to effectively communicate with people at all levels and from various backgrounds.
  • Proven skills to effectively build and manage a team.
  • Highly organized and systematic with strong time management skills and the ability to juggle competing priorities and deadlines required.
  • A detail-oriented and organized thinker who can juggle multiple, competing priorities.
  • Business proficiency in oral and writting communication skills (English and Bahasa).

Preferred Qualifications:
  • Experience working within and managing intricate communication among multi-stakeholder / inter-sectoral groups such as young people, government, private, civil societies, and other stakeholder engagement.
  • Familiarity with urban safety and security issues among young people in Bandung and cities level policies on urban safety and security.
  • Possess work experience and network with Bandung City Government and private sector.
  • Familiarity with sub-grant management protocols and policies among local CSOs and international donors.

The consultant will receive compensation based on deliverables submitted throughout the project period with deliverables, timeline, and terms of payment as follow.
