Program Overview

We intend to achieve this through safeguarding the remaining forest and peatland from deforestation, degradation, and fragmentation; maintaining forests and peatland quality through sound stewardship; and restoring degraded ecosystem to improve its productivity, conservation value, and ecosystem services.

To effectively safeguard the remaining forest and peatland, WRI Indonesia champions the use of technology solutions such as our cutting-edge Global Forest Watch platform to strengthen forest monitoring through publicly-accessible and actionable forest data and insights. We also focuses on supporting the combat against illegal logging and other forest-related crimes through research and policy advocacy that aims to improve accountability of land use and forest-related data, and strengthen the use of existing legal framework to enforce laws on forest protection.

Landscape Monitoring Initiative
The Landscape Monitoring Initiative aims to advance forest conservation and deforestation reduction through an inclusive and collaborative approach in North Kalimantan, Riau and Aceh Province, Indonesia. This will enable multiple benefits of climate mitigation, forest conservation, and sustainability of commodity supply chains, with potential for scale across jurisdictions.

The Landscape Monitoring Initiative develops of a forest monitoring system and multi-stakeholder collaboration structure, involving local government agencies, supply chain actors, and civil society groups. This coordinated approach is developed to improve efficiency and maximize potential for impact and scalability, as compared to individual monitoring initiatives.

The Landscape Monitoring Initiative utilizes the Radar Alerts for Detecting Deforestation (RADD) system, a radar-based monitoring technology developed by Wageningen University and Satelligence, and facilitated by World Resources Institute (WRI). Using radar waves, the innovative system can penetrate cloud cover and gather forest change information without being affected by clouds or sunlight. The RADD database is publicly available on the Global Forest Watch platform and will augment optical-based satellite tools which can be delayed when clouds obstruct the view of forests.

Job Highlight
The Landscape Monitoring Program Consultant is responsible to lead the day to day implementation of Landscape monitoring project in priority districts in North Kalimantan and Riau, within the AFOLU program. The position is expected to lead the implementation of the project to achieve the desired goal of each projects in prudent, efficient, and timely manner. The initiative aimed to improve the capability & use cases of publicly accessible forest monitoring tool aimed towards more actionable data and insights. This position reports to the Project Lead for Forest and Landscape Monitoring, and work with the AFOLU Program team to support the implementation of WRI Indonesia AFOLU strategy. This position will also coordinate with WRI Global office Global Forest Watch Commodities Team to assist in the development of WRI Indonesia's Forest portfolio.

What You Will Do
Project Management (35 % of time required)
  • Lead and carry out the day-to-day implementation of Landscape Monitoring project in pilot districts (e.g. procurement of services, travel documentation, etc.), including arrangement of events, such as workshop, focus group discussion, and kick-off meeting with project partners.
  • Support on the data collection and develop the project report together with the supervisor for monitoring and evaluation purposes, as well as donor reporting of the project.
  • Coordinate with Project Operations Specialist and Project Assistant to ensure projects’ implementation are delivered in accordance with WRI Indonesia policies and regulations.

Outreach and Stakeholder Engagement (35% of time required)
  • Build and maintain strong relationship with key stakeholders, by working closely with Engagement Consultant and Forest and Landscape Monitoring Project Lead, to advance the adoption and implementation of landscape monitoring project in priority districts in Riau and North Kalimantan.
  • Carry out coordination and engagement with project partners and consultants to ensure project deliverables fulfillment.
  • Assist in the development and implementation of WRI Indonesia AFOLU outreach and stakeholder engagement strategy as necessary.

Research (30% of time required)
  • Conduct spatial analysis and satellite image data processing for implementation of Landscape Monitoring projects and relevant forest monitoring research.
  • Actively contribute to WRI Indonesia's research activities, in particular, for topics related to landscape monitoring, forestry, and forest legality.
  • Support the Forest and Landscape Monitoring Project Lead in producing research and communication products, in the form of modules, blogposts, journals, technical note or working paper with topics related to Indonesia to landscape monitoring, forestry, and forest legality.
  • Support in developing presentation and briefs with topics related with to landscape monitoring, forestry, and forest legality.

What You Will Need
This position is for someone eager to get involved in activities related to forest monitoring and spatial data analysis for land use research. This position requires ability to collaborate with government institutions, non-government institutions (NGOs), and private sector related to forest monitoring.

Required Qualifications:
  • Legally able to work in Indonesia.
  • Bachelor’s degree, in forestry, geography, environmental management/science, or other related field; Master’s degree is a plus.
  • 3+ years of full-time work experience on forestry or environmental issues, with work experience on mapping, and spatial data.
  • Working experience in spatial analysis using GIS software, with familiarity working with Remote Sensing data is a plus.
  • Experience in conducting engagement with local government, local CSOs, and/or private sector for the forest monitoring topic
  • Willing to travel to pilot districts where the project is located.
  • Experience in writing reports, both in Bahasa Indonesia and English.
  • Experienced to organize a training and act as trainer of spatial data analysis is preferred.
  • Good understanding of Indonesia's forest and land use issues and policies.
  • Ability to communicate clearly, as well as express ideas in structured manner, both verbally and in writing.
  • Ability to manage professional relationships to effectively communicate with people at all levels and from various background.
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Business proficiency in Bahasa Indonesia and English.
  • Fluency in Microsoft Office Suite is imperative.
  • Highly responsible and self-motivated.

Preferred Qualifications:
  • Understanding of, and experience in Landsat/Sentinel data processing for land use/cover monitoring.
  • Familiarity with WRI’s platforms, such as Global Forest Watch.

Performance Standard
  • Responsibilities are expected to be carried out in timely and satisfactory fashion with minor supervision.
  • Must be capable of setting priorities.
  • Ability to work well with internal and external participants.
  • Good communication skills for correspondence purposes, reports, and knowledge products, both in Indonesian and English.

Terms of Payment
Daily rate consultant with maximum 18 working days per month. The Consultant will submit monthly timesheet and reports on the description of activities carried out on monthly basis.

The expenses for travel, transportation, communication, and other costs associated with the work will be covered by WRI Indonesia separately from the daily compensation.

Contract Arrangement
Individual consultancy contract (Part-time, limited term)
