The West African Science Service Centre on Climate Change and Adapted Land Use (WASCAL) is looking for a Fund Raising and Project Manager to lead its Fund Raising and Project Management Unit.
The position is based at WASCAL Headquarters in Accra, Ghana.
Overview Of Wascal
The West African Science Service Centre on Climate Change and Adapted Land Use (WASCAL) is a West African intergovernmental organization, headquartered in Accra, Ghana with a current membership of 13 countries: Benin, Burkina Faso, Cabo Verde, Cote d’Ivoire, The Gambia, Ghana, Guinea, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo.
WASCAL provides comprehensive climate change solutions, through capacity building, research and innovation, climate and environmental services, as well as the promotion of green hydrogen and renewable energy.
WASCAL currently has 17 graduate programmes run by some selected lead Universities within its member countries. The programmes though centred on climate change cover areas such as education, economics, informatics, marine sciences, agriculture, energy, renewable energy and green hydrogen, mining, forestry, biodiversity, land use, human habitat, water resources, disaster risk management, etc.
WASCAL conducts research through a dedicated centre in Burkina Faso called the Competence Centre and through its 17 graduates’ programmes across the member countries. The research is dedicated to advancing climate science and providing actionable knowledge and services that strengthen climate resilience and promote Renewable Energy and Green Hydrogen in West Africa.
WASCAL’s research is interdisciplinary, integrating climate and environmental sciences with land use systems and nature-based solutions, risk assessment and early warning, conflict and migration dynamics, water resource management, climate-smart agriculture and food security, renewable energy and green hydrogen technologies, climate observation, data science, innovative tools and models. These efforts are complemented by socioeconomic and policy analysis to inform evidence-based decisions for sustainable development and resilience in West Africa.
FUNDRAISING AND PROJECT MANAGEMENT UNIT (FPMU)
To strengthen its financial sustainability and operational efficiency, WASCAL has established the Fundraising and Project Management Unit (FPMU).

FUNDRAISING AND PROJECT MANAGEMENT UNIT (FPMU)
To strengthen its financial sustainability and operational efficiency, WASCAL has established the Fundraising and Project Management Unit (FPMU).
The Primary Mandate Of The Unit Is To
- mobilize financial resources from diverse funding sources;
- ensure effective, transparent, and results-oriented project management across all WASCAL programmes;
- enhance partnerships with governments, development agencies, private sector entities, and international organizations.
- develop and implement robust fundraising strategies;
- prepare and submit high-quality proposals to bilateral, multilateral, and private sector donors;
- coordinate project oversight and ensure efficiency in planning, implementation, and reporting;
- manage and monitor the West African Climate Action Fund (WACA Fund);
- identify and mitigate project risks;
- track performance indicators, outcomes, and impacts across projects;
- strengthen donor relations and engagement for long-term collaboration.
Reporting directly to the Executive Director, the Fundraising and Project Manager will:
- Fundraising and Resource Mobilization
- serve as the chief advisor to the Executive Director regarding fund raising
- develop and implement a comprehensive fundraising and partnership strategy aligned with WASCAL’s strategic plan.
- expand WASCAL’s funding base by engaging with traditional and non-traditional donors, including private sector partners.
- identify and pursue new fundraising opportunities with bilateral and multilateral partners, development banks, and philanthropic organizations.
- lead the preparation of high-quality funding proposals (solicited and unsolicited).
- design and manage fundraising campaigns and events (e.g., donor roundtables, gala dinner, stakeholder conferences).
- establish and maintain strategic relationships with donors and partners to enhance long-term collaboration.
- Project Management and Oversight
- provide centralized oversight and coordination of all WASCAL projects.
- develop and implement systems, tools, and best practices for efficient project management and monitoring.
- support the accreditation process of WASCAL to international environmental funds such as the Green Climate Fund (GCF), Global Environment Facility (GEF), etc.
- monitor project implementation, evaluate progress, and ensure alignment with WASCAL’s Strategic Objectives and donor requirements.
- supervise project portfolio development, including the creation of concept notes and proposals.
- Capacity Building and Internal Coordination
- build internal capacities in resource mobilization and project management through training and mentoring of staff.
- collaborate closely with other departments and units to ensure synergy and coherence in project and fundraising efforts.
- ensure effective communication and knowledge sharing within the organization.
- Performance, Monitoring, and Reporting
- develop key performance indicators and metrics for resource mobilization and project outcomes.
- prepare and submit periodic reports to the Executive Director on fundraising and project performance.
- ensure compliance with donor reporting requirements and WASCAL’s internal policies.
Education
- Minimum of a Master’s degree in Business Administration, Project Management, International Development, Environmental Science, Engineering, Economics, or related field.
- minimum of five (5) years of progressive experience in fundraising, project management, or business development, preferably within international organizations or development agencies.
- proven track record in mobilizing funds and managing donor relations.
- strong experience in developing and managing large, complex projects.
- demonstrated capacity to design and manage training programmes in resource mobilization.
- experience with climate change, renewable energy, or sustainable development projects will be an asset.
- strong strategic thinking, innovation, and results-oriented mindset.
- excellent interpersonal and communication skills with the ability to engage high-level stakeholders.
- excellent written and oral proficiency in English and French.
- strong analytical and proposal writing skills.
- demonstrated leadership, team management, and organizational skills.
- ability to work effectively in a multicultural environment
