Site Technical Specialist
Provides technical assistance, instruction, and consultation for the resolution of problems. Reads, interprets, and uses blueprints and schematics, instructions, manuals, or shop drawings to understand specifications of work. Assists with training and provides technical guidance to others. Advises on product design. Oversees WTG Package components delivery, ensure package scope of work and provide systems supports and platform management. Perform a high level of planning and communication to implement the necessary actions.
Responsibilities
Supervise the WTG scope within the project team.
Manage mechanical and electrical interface design activities and liaise with WTG components suppliers, certifier and factories.
Support delivery of the TSA for Pre-Installation, Offshore Installation and commissioning team to handover to client.
Prepare the scope of works for contractors or service providers including technical scope descriptions, resource requirements, budget and schedule for completion.
Review technical reports submitted by contractors, consultants or other service providers in relation to WTG.
Support the Technical Manager Installation & Commissioning ensuring that overall project requirements are met and that the WTG scope is delivered safely and in compliance with applicable quality and budget targets.
Review missing components and prepare the carryover punch list to ensure full scope delivery.
Manage and review site material requisitions and NCRs. Liaise with Procurement team site planning engineer to secure that all information are included in the work execution planning and schedule properly.
Inspect materials delivered at site and secure site team that required materials are in accordance with project requirements.
Manage quality surveillance during the manufacturing and storage of WTG where required. Identify project risks, barriers, and issues and propose possible solutions and mitigation strategies. Facilitate and supervise regular status meetings.
Qualifications
Mechanical or Electrical Engineering degree level, marine or naval architecture.
Willingness to travel
Willingness to relocate to Taiwan full time
Technical or equivalent mechanical/constructional offshore experience
Advanced Microsoft Office skills

Previous experience in offshore installation manager or similar role is desirable
Good knowledge of offshore construction vessels (particularly WTIVs) is desirable, a deeper understanding of vessel design and architecture is advantageous.
Experience supervising engineering teams, including contractors and subcontractors
Good communication, leadership, and organizational skills
Ability to work in a fast-paced environment and handle multiple tasks simultaneously
Fluent in English. Mandarin desired.
Extensive experience conducting large projects.
Lifting and banking experience.
Ability to implement quality assurance and environmental processes
Knowledge of specification, design, maintenance, construction and commissioning of offshore works.
Electrical knowledge, cables installation and connection, able to read and follow schematics.
PC knowledge of Microsoft applications
Comfortable to handle technical queries and management of change demands.
