Responsibilities:
- Preparation of the scope of work for the On-Shore, Off-Shore wind farm and PTX projects for definitive and conceptual design according to National requirements, the Country Permitting Procedures for the release of the relevant licenses, Vestas' specification/guideline and the Best Industry Practice.
Participation to Public Consultation organized in the context of Wind Farms permitting procedure
Supervision of the engineering contractors for the whole wind farm design preparation along the development authorization phases (from feasibility up to Ready to Build) in relation to the layout to be permitted
- Participation to Marine survey and Harbor assessment for Off-Shore installation and Floater assembly, perform site accessibility/constructability check (orography complexity, access roads, etc) on desktop basis and on-site during the origination phase of projects and the development execution in coordination with external subcontractors, consultants, the project manager and the environmental specialist
Interface with transport contractor for Wind Turbine (''WTG'') Road survey (to verify road adjustments, intervention works, bearing capacity of roads/ bridge, tunnel. etc), assessment of logistic from WTG delivery place (i.e. harbor) up to wind farm area both on desktop and on site (e.g ordinary transportation methodology or extraordinary concepts ), verification of estimation of woks depending on constraints, restriction and national rules for transportation.
Review of the wind farm design and verification of the fulfillment of the minimum requirements related to crane pads, access roads and bending radius, foundations, crossings, earth works, temporary construction site, reinstatement works, installation concept in compliance with site local restrictions (environmental, protected area, landonwers etc.)
Verification of bill of quantities and cost evaluation related to works, interventions, transport, material supply, temporary and permanent sites, site preparation, foundations. etc made by external subcontractor to be indicated in the EIA package to Minister of Environment for the environmental application needed for the release of the relevant permit.
Follow-up with Contractors technical document preparation for the Met Mast installation on site
Identification, preparation of technical and administrative documentation required to apply for obtaining permits from the relevant Authorities.
Direct Interfacing with Technical Departments and Public official of relevant Authorities (e.g Municipality, Aviation Authority Port Authority, Transport , Environmental and Marine Agencies, Ministries etc.) for follow-up on permits applications and release for transport and building of infrastructure.
BOP Design Costs benefits analysis made by subcontractors also in coordination with Vestas' internal Departments (BOP, Construction, Procurement, etc)
Inspection and verification of sites/logistic areas, internal and externals roads, landfall for Off-Shore projects, storage areas and harbor feasibility for WTGs transport and Floating assembly
Supervise and provide day-to-day oversight of all site visit, survey with subcontractors with respect to the pre-construction activities during the development ensuring that all phases of the project permitting meet technical, development cost, schedule, regulatory, safety, quality, and operational requirements
Support and negotiation for the procurement of engineering/BOP services during the permitting phase up to Ready to Build status in compliance with EIA and country permitting requirements.
Risk analysis during the origination process and in the development execution of projects
Qualifications:
From 5 to max 10ys with technical background in Renewable Energy development , origination, planning and permitting of RES projects
Engineering degree (i.e preferably Civil & Energy Plant Infrastructure.)
Electronic mail software and Spreadsheet (Microsoft), CAD, basis of enterprise resource planning (ERP software, SAP),and Project management tool (e.g Clarizen, Primavera ). Ability with Financial tools is also considered.
Administration and Management - Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources).
Italian & English should be mastered fluently, both orally and in writing. Other languages (e.g Spanish or French etc.) are an absolute advantage.
Building and Construction - Knowledge of materials, methods, and the tools involved in the construction or repair of buildings/infrastructure or other structures such as highways and roads.
Engineering and Technology - Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
Economics and Accounting - Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data.
Competencies:
Leadership ability and previous managerial experience with project management skills, including the ability to complete multiple tasks simultaneously and lead complex, cross-functional and geographical items.
Proven experience in planning, valuation, planning, permitting of renewable energy projects.
Experience in preparation of technical documents that are requested by the legal legislation for the release of permits (e.g building, installation or construction permits, transport permits, EIA permits and other authorization that are requested by law under the permitting process)
Experience in dealing with Public Offices for administrative aspects relevant to permits release for wind farm (or RES) projects
Experience in execution and construction of Wind Farm projects or energy plant and infrastructure will be also appreciated
Experience in the preparation of pre-qualification documentation and follow-up tender procedure for external subcontractors until the awarding.
Reporting to management, pre-post cost analysis to verify or optimize cost estimation made by third parties.
Any experience in Sub Sea and off-Shore installations will be considered
Attitude to frequently travel
