About The Project Office
Since 1999, UNOPS has been a committed partner in the Democratic Republic of Congo (DRC), delivering fund management, technical support, capacity building, and project management services. In collaboration with the Government, UN agencies, and international partners, UNOPS advances sustainable development across key sectors, including infrastructure, health, education, governance, procurement, and environmental protection. A strong focus on local ownership ensures that projects are implemented in a way that builds national capacity and empowers communities. UNOPS supports peace and security through technical assistance to MONUSCO and contributes to environmental preservation by managing regional initiatives such as CAFI and FONAREDD, working closely with Indigenous communities. In the health sector, efforts include the construction of health centers in Kwango (KOICA) and national health system support through the RSS3 initiative (GAVI). UNOPS also leads agricultural infrastructure development and food security efforts through the PNDA project (World Bank) and supports governance and stabilization through the multi-donor Coherence Fund, alongside humanitarian HR services for UNHCR.
Role Purpose
The Monitoring and Evaluation Officer is responsible for implementing, and overseeing the monitoring and evaluation framework for UNOPS projects and programmes, ensuring the systematic collection, analysis, and reporting of data to measure progress, identify challenges, and inform strategic adjustments. S/he provides technical guidance and capacity building to partners to strengthen M&E systems and ensures compliance with UNOPS standards.

Functions / Key Results Expected
Programme / Project M&E Responsibilities:
- Contribute to the development of the Programme/Project M&E strategy;
- Support with the implementation of the M&E Framework and Plan for the Project
- Collects all relevant data and facilitates the implementation of feasibility and baseline studies where appropriate;
- Develops a field monitoring plan based on agreed upon progress and target indicator sets;
- Reviews periodic technical reports provided by implementing partners, provides appropriate comments and prepare consolidated annual reports;
- Assists in problem solving and the development of remedial actions ensuring that any disparity between planned and actual outputs are addressed;
- When required, provides technical support to UNOPS partners to strengthen M&E systems, , the recommended reporting and monitoring formats & guidelines or/and provides any on-site support, and, if required, assists in developing an M&E capacity strengthening strategy plan for implementing partners;
- Facilitates the implementation of regular and periodic project evaluations;
- Performs any other tasks as requested by the supervisor.
- Elaborates and distributes performance reports related to M&E. Regularly reviews project status, evaluating performance criteria (scope, cost, schedule and quality);
- Contributes to the M&E corrective action plan;
- Evaluates performance and initiates change requests as required
- Prepares and issues regular reports in accordance with supervisor’s guidelines;
- Maintains diaries and progress reports as required by UNOPS standard procedures.
Required
- Bachelor’s degree (or equivalent) in business administration, development studies,Climate change, environment or related field required or related fields with 4 years of relevant experience OR
- Master’s degree (or equivalent) in any of the above or related fields with 2 years of relevant experience is required
- A globally or nationally recognized professional certificate in Monitoring and Evaluation (e.g., PMP, PRINCE2, or specific M&E certifications). is desired.
Experience Requirements
- Relevant experience is work in in monitoring and evaluation, data analysis, or project management support or related areas.
- Experience of working in multicultural environments or UN system organizations in a developing country is desired.
- Experience in development or humanitarian contexts is desired.
