About The Group

The NDC Partnership:

The NDC Partnership is a global coalition, bringing together more than 250 members, including more than 130 countries, developed and developing, and more than 110 institutions to deliver on ambitious climate action that helps achieve the Paris Agreement and drive sustainable development. Governments identify their NDC implementation priorities and the type of support that is needed to translate them into actionable policies and programs. Based on these requests, the membership offers a tailored package of expertise, technical assistance and funding. This collaborative response provides developing countries with efficient access to a wide range of resources to adapt to and mitigate climate change and foster more equitable and sustainable development. The NDC Partnership Support Unit is jointly hosted by the World Resources Institute (WRI), the UN Office for Project Services (UNOPS) and the UN Climate Change Secretariat (UNFCCC). For this project, the Consultant will be contracted through UNOPS.

Role Purpose

The Climate Finance Analyst will provide coordination, communication, research, and technical support to facilitate the implementation of green growth and climate finance initiatives in Viet Nam, working under the direct supervision of the Climate Finance Specialist and in close collaboration with the NDC Partnership In-country Facilitator.

Functions / Key Results Expected

The following responsibilities are part of the embedded incumbent role:

  • Coordination and Stakeholder Engagement
  • Coordinate and facilitate meetings, workshops, and consultations to strengthen collaboration between MOF, provincial DPIs, development partners, and other stakeholders on green growth and climate finance.
  • Support the Senior Climate Finance Specialist and the NDC Partnership in promoting inter-agency coordination and alignment on project development, financing, and resource mobilization.
  • Liaise with NDC Partnership In-Country facilitators and the NDC Partnership Support Unit and relevant government counterparts to ensure coherence and follow-up on agreed priorities and actions.
  • Communication and Information Sharing
  • Maintain effective day-to-day communication and information flow among MOF units, provincial agencies, and development partners.
  • Ensure timely dissemination of key updates, decisions, and results related to NDC Partnership activities and other green growth and climate finance initiatives.
  • Prepare communication materials, briefs, and presentations for meetings, workshops, and missions as required.
  • Logistics and Administrative Support
  • Provide logistical and administrative support for NDC Partnership scoping and technical missions, donor and MDB meetings, and other coordination events.
  • Prepare meeting notes, summaries, and follow-up actions; ensure coordination with MOF focal points and the NDC Partnership Support Unit.
  • Facilitate participation of MOF and MAE focal points in external discussions, negotiations, and events with development partners, MDBs, and Climate Funds.
  • Research, Data, and Technical Support
  • Conduct background research, collect baseline data and develop first-draft analytical summaries to inform provincial investment scoping and green growth action plans subject to review by the Senior Climate Finance Specialist.
  • Support the preparation of draft concept notes, briefing papers, and technical inputs for project proposals and partnership engagement.
  • Contribute to the development of technical reports, knowledge products, and documentation required by MOF, MAE, JETP Secretariat and the NDC Partnership.
  • Maintain a live repository of climate finance instruments, donor windows, and capacity-building resources to support MOF’s engagement, updating summaries at the request of the Senior Climate Finance Specialist.
  • Support preparation of training material and tools for capacity-building activities designed by the Senior Climate Finance Specialist.
  • Reporting
  • Draft and consolidate quarterly, annual, and ad-hoc reports covering Viet Nam’s engagement on green growth, climate finance, and NDC Partnership activities.
  • Track progress of tasks, follow up on agreed actions, and provide data and analysis for progress reports to MOF and the NDC Partnership.
  • Other Tasks
  • Perform other coordination, analytical, or operational duties as assigned by MOF and the NDC Partnership to support effective implementation of related programmes and activities of MoF, NDC Partnership, MAE and JETP Secretariat

Required

Education Requirements

  • Master's degree or equivalent in business, finance, economics, law, public policy, public finance, development studies, environment management, or any other relevant field of study with 2 years of experience.
  • Bachelor's degree or equivalent in business, finance, economics, law, public policy, public finance, development studies, environment management, or any other relevant field of study with 4 years of experience may be accepted in lieu of an advanced university degree.

Desired

  • A globally or nationally recognized professional certificate in Certification in Climate Finance is desired.

Required

Experience Requirements

  • At least 2 years of experience in either international development, development finance, public finance, climate change mitigation and adaptation, project management, or any related field.
  • Familiar with or have experience in the development of provincial green growth policies.

Desired

  • Experience working with multi-stakeholders, government agencies, specifically MOF, and MAE.
  • Knowledge of the country’s context, government administration, policy frameworks, national plans, and strategies related to green growth and climate change.
