The Programme Management Senior Officer (ICS 9) supports the Southeast Asia Energy Transition Partnership (ETP) in Bangkok, Manila, or Jakarta. You will manage regional portfolios, lead resource mobilization, and facilitate stakeholder dialogues to accelerate greener energy systems across Indonesia, the Philippines, and Vietnam.
Role Purpose
ETP has programme teams in each of the focus countries as well as a regional team based in Bangkok. The incumbent will be positioned within either the regional team in Bangkok or in the country teams based in Manila or Jakarta and will perform duties in line with organizational needs and structures.
Reporting to the Senior Programme Manager, the incumbent will be responsible for the effective, transparent, and efficient support of the ETP regional programme, in accordance with UNOPS rules and regulations and aligned with ETP’s strategy.
The selected candidate can select one of the duty station to be based, Bangkok, Manila, or Jakarta.

Functions / Key Results Expected
- Programme/Portfolio Development and Management
- Regularly report on regional energy transition developments as they relate to ETP, and analyze their impact on ETP’s work and program;
- Work closely with country teams to ensure cohesion between the regional portfolio and country priorities;
- Manage project activities by coordinating with implementing partners, ensuring that project milestones are met and activities are progressing towards the intended outcomes;
- Coordinate with other ETP team members responsible for overseeing project contracts on project progress and milestones;
- Lead quality control measures in the implementation of a portfolio of project activities, contribute to the effective monitoring and evaluation of ETP program and projects;
- Contribute to the development and initiation of projects for the regional programme that are aligned with ETP’s theory of change and mandate.
- Resource Mobilization and Partnerships
- Establish and maintain close working relationships with stakeholders as well as facilitate visibility of ETP;
- Analyze interest and priorities of key donors and other development partners, develop/update and implement the resource mobilization and partnership strategy to mobilize resources, and develop programme level partnerships with the government, donors and other partners to best leverage ETP resources;
- Support ETP with its resource mobilization activities, including by identifying opportunities and resources for sustaining and scaling up projects in line with ETP fundraising strategy.
- Knowledge Management
- Document impact/success stories, lessons learned, and best practices in ETP program/project development, implementation, and oversight;
- Support capacity building and networking of implementing partners, beneficiaries, and stakeholders to facilitate knowledge exchange, and promote uptake through knowledge platforms, conferences, etc.
Required
- Bachelor’s degree (or equivalent) in preferably Energy Policy, Energy Systems, Environmental Engineering, Renewable Energy, Public Policy, Climate Change, Economics, Sustainable Development, Electrical Engineering, or a related field with 4 years of relevant experience OR
- Master’s degree (or equivalent) in any of the above or related fields with 2 years of relevant experience is required
Experience Requirements
- Relevant experience is work in the energy sector, energy transition, climate issues, environment and development work, which should include program management, preferably with an extended specialized experience in any of the thematic areas of energy transition at the national level or related areas.
- Proficiency in standard computer software (Word, Excel, presentations, databases, and internet) or Google Suite.
- Experience supporting or delivering technical assistance programmes in Southeast Asia
- Experience organising or facilitating high-level stakeholder dialogues, workshops, or regional platforms
