Project Management Specialist
The United Nations Environment Programme (UNEP) is the global authority on environmental issues. The Regional Office for Asia and the Pacific (ROAP) supports 38 countries in implementing environmental programmes, including Montreal Protocol compliance, climate action, and phase‑out of ozone-depleting substances (ODS).
The Project Management Specialist will support implementation, monitoring, and reporting of Multilateral Fund (MLF) projects across Southeast Asia (SEA) and Pacific Island Countries (PIC). The role focuses on project coordination, technical and policy support, reporting, and partner engagement to help countries meet obligations under the Montreal Protocol and Kigali Amendment.
Key Responsibilities
Project Planning & Implementation
- Maintain communication with National Ozone Officers (NOOs) on project implementation and follow-up.
- Support delivery of institutional strengthening, HCFC Phase‑out Management Plans (HPMP), Kigali HFC Phase‑down Plans (KIP), energy efficiency initiatives, and ODS bank inventories.
- Draft scopes of work and TORs for implementing partners and consultants.
- Monitor partner/consultant performance, deliverables, challenges, and progress.
Reporting
- Contribute to annual progress reports for the Multilateral Fund Secretariat.
- Prepare Project Completion Reports (PCRs) and other reports required by the Executive Committee.
Technical & Policy Support
- Provide technical and policy guidance to support national compliance activities.
- Identify and disseminate good practices; develop guidance tools.
- Participate in missions to countries for planning and monitoring of activities.
Agreements Management (PCA/SSFA/UN2UN)
- Prepare agreements in line with UNEP templates and approved project proposals.
- Support NOOs with required reporting, expenditure updates, and documentation.
- Monitor agreement implementation and facilitate funding advances as needed.
Other Duties
- Support innovation in project and knowledge management within the CAP team.
- Assist Montreal Protocol Programme Officers as assigned.
Requirements
Education
- Master’s degree in science, engineering, environment, policy, chemical-related fields, or law.
- First-level degree accepted with relevant experience.
Experience
- Minimum 3 years of experience in project planning, implementation, or monitoring.
- Experience with reporting, capacity building, policy development, or legislation is an asset.
- Knowledge of ODS, climate change, energy efficiency, or related issues is desirable.
- Experience with UN or international organizations preferred.
Skills
- Strong analytical, drafting, and reporting skills.
- Excellent communication and interpersonal skills; culturally adaptable.
Languages
- English – Fluent (required)
