The consultant will support the Sustainable Mobility Unit in delivering the following activities under the direct supervision of the Programme Management Office for Active Mobility, Digitalisation & Integration. Activity 1. Develop the Terms of Reference and Workplan for a Thematic Working Group on Active Mobility, Digitalisation & Integration as part of the Global E-mobility Project. This activity will formalize a community of practice on the intersection of e-mobility, active mobility, digitalization, and modal integration. The consultant will develop the full Terms of Reference for the working group, including its objectives, governance, and expected outputs. This will include drafting a proposed membership list, leveraging existing contacts and platforms from the Global E-mobility project to ensure a diverse and expert cohort. i) Scoping and Objective Definition: Conduct a scoping to define the precise mandate, strategic objectives, and key thematic focus areas for the Working Group, ensuring alignment with the goals of the Global E-mobility Project and identified knowledge gaps. ii) Membership Identification and Mapping: Leverage existing networks and platforms from the Global E-mobility Project to identify and map potential members, ensuring balanced representation from key sectors (government, private sector, academia, NGOs), regions, and gender. iii) Drafting of Full Terms of Reference (TOR): Compose a comprehensive TOR document that includes the defined objectives, governance structure, scope of work, expected outputs, deliverables, frequency of meetings, and duration of the Working Group. iv) Development of a Proposed Workplan and Timeline: Create a detailed multi-year workplan and timeline for the Working Group, outlining specific activities, milestones, deliverables, and a schedule for meetings and reporting. v) Finalization and Formalization: Incorporate feedback from stakeholders to produce final, validated versions of the TOR, inaugural workplan, and recommended membership list for official launch and adoption by the project leadership. Activity 2. Develop a comprehensive 5-year calendar for the working group and related workshops/trainings to ensure structured momentum, capacity development and inclusive validation for all related knowledge products which are developed under the framework of the working group over time. i) Design of a Phased Engagement Strategy: Structure the 5-year timeline into distinct phases (e.g., Inception & Scoping, Knowledge Product Development, Regional Capacity Building, Policy Advocacy) with clear objectives for each period. ii) Scheduling of Core Governance Meetings: Integrate and schedule the annual virtual Working Group meetings to serve as strategic steering moments for reporting progress, making key decisions, and planning upcoming activities. iii) Planning of Co-creation and Validation Workshops: Identify specific knowledge products (e.g., policy briefs, toolkits, training modules) and schedule dedicated virtual or hybrid workshops for their collaborative development, expert peer-review, and final validation. iv) Design and Scheduling of Sub-Regional Consultation Trainings: Develop a rationale and schedule for a series of five (5) in-person/hybrid trainings, ensuring equitable geographic distribution across Africa over the 5-year period to build capacity, gather context-specific input, and foster regional ownership. Activity 3. Compile already existing and relevant knowledge products (at least 6) from development partners and other stakeholders for upload to the E-Mobility Toolbox (https://emobility.tools/). Activity 4. Co-ordinate the establishment and organization of the Thematic Working Group on Active Mobility, Digitalisation & Integration as part of the Global E Mobility Project – with at least 2 virtual meetings taking place and 2 working groups reports written – during the contract period. i) Implement at least 2 virtual meetings and develop atleast 2 brief working group reports Activity 5. Develop one technical report or analytical tool on mode integration, active mobility and digitalization alongside a set of training materials, and present the report / tool through webinars in each of the existing Global E Mobility Programme 4 Regional Support and Investment Platforms (RSIPs). i) Select a topic, in consultation with UNEP, develop a table of contents / structure for the technical report / analytical tool ii) Validate the report / tool content with UNEP and the working group members iii) Draft the report / tool and respective training materials iv) Disseminate the report / tool via dedicated webinars in the 4 RSIPs Activity 6. Provide technical assistance to support the establishment of a series of national sustainable mobility projects through the development of concept notes, inception reports, baseline analyses, and detailed workplans for at least three (3) countries. The consultant will provide structured technical assistance to co-develop national project concepts and implementation-ready workplans, in close collaboration with national and city-level stakeholders. This will include analytical support, stakeholder consultations, drafting of core project documents, and integration of gender-responsive and inclusive mobility considerations. For at least three (3) of the following countries, the consultant will support the development of a standardized minimum package consisting of a concept note and workplan, with country-specific additions as outlined below: i) Ghana: Inception report and project workplan – focused on national policy development and city action planning. ii) Uganda: concept note and workplan – focused on regulatory reform for sustainable mobility (e.g., tax incentives, import duties). iii) Kenya: concept and workplan - to leverage health data to advocate for investment in active mobility infrastructure. iv) The Gambia- concept note and baseline analysis – on active mobility, e-mobility, public transport, and ToD. v) Nigeria: concept note and work plan - an advocacy and implementation support strategy for active mobility policy at the national and city level. This activity will produce actionable, pre-implementation documents for partner governments, focusing on strategic planning and evidence-based framing. The consultant will draft tailored outputs aligned with national priorities and global sustainability frameworks including: i) Desk-Based Research and Policy Review: of existing national policies, strategic documents, and relevant data (e.g., transport statistics, health reports, fiscal regulations, sex-disaggregated data) for each target country to ensure contextual alignment. ii) Drafting of Standalone Concept Notes: Develop structured concept notes for selected countries, including:

  • Problem statement and justification
  • Objectives and expected outcomes
  • Alignment with national/global goals
  • High-level activities and innovations
  • Risks and assumptions iii) Development of Workplans: Create phased workplans outlining:
  • Key activities and deliverables
  • Timelines and milestones
  • Resource requirements and budgetary estimates
  • Roles and responsibilities (proposed)
  • Monitoring and evaluation frameworks iv) Integration of Critical Themes: Embed cross-cutting considerations—such as gender equality and social inclusion,, climate resilience, health co-benefits, and digitalization—directly into concept and workplan structures. v) Finalization of Outputs: Produce polished, publication-ready versions of concept notes and workplans, formatted for immediate use in funding proposals or further discussion with government and other stakeholders. Activity 7. Develop a specification for the Pan-African Action Plan for Active Mobility (PAAPAM) Web and Data Hub. This activity will focus on the content and functionality of the digital PAAPAM platform. The consultant will design the overall structure, content taxonomy, and user journey for the hub. A key deliverable will be a detailed technical specification document for web developers (developed with the internal Sustainable Mobility Comms & Web Team), including functionality to monitor, track, and visualize commitments and progress by country, organization, and stakeholder type, ensuring transparency and accountability. This activity will focus on the architectural, functional, and operational design of a digital platform to support the Pan-African Action Plan for Active Mobility (PAAPAM). The consultant will define how the hub will serve as a central repository, monitoring tool, and collaboration space for tracking country commitments, progress, and knowledge sharing. i) Requirements Gathering and Stakeholder Analysis: Identify key user groups (e.g., governments, NGOs, donors, researchers) and define their specific needs and expectations for the platform through lightweight research and review of similar platforms. ii) Content and Information Architecture Design: Design the sitemap, navigation structure, and content taxonomy for the hub, organizing resources such as policy documents, case studies, data dashboards, training materials, and commitment trackers. iii) Functional Specification Development: Guide the sustainable mobility unit comms and web team to enable them to design the technical features, functionality and specification. iv) Data Strategy and Monitoring Framework: Define data types, sources, management protocols, and indicators to be tracked. Establish a clear methodology for how progress will be measured, validated, and reported. Activity 8. Develop a partnership mapping and multi-stakeholder engagement strategy for PAAPAM. This activity will create a strategic outreach framework to ensure the success and sustainability of the Pan-African Action Plan for Active Mobility (PAAPAM) and related initiatives like the Share the Road programme. The consultant will map key international, regional, and national organizations and develop a tailored engagement strategy for each segment, outlining clear roles, collaboration opportunities, and a communications plan. i) Stakeholder Identification and Mapping: Identify and catalogue key stakeholders across sectors (e.g., development banks, NGOs, academic institutions, private sector, government agencies) and geographies (international, regional, national) relevant to active mobility, climate action, and urban development in Africa. ii) Stakeholder Analysis and Categorization: Analyse each identified organization based on their influence, interest, existing initiatives, and potential role in PAAPAM (e.g., funder, implementer, knowledge partner, advocate). Categorize them into groups such as "Core Partners," "Strategic Allies," "Implementation Agencies," and "Resource Mobilization Targets." iii) Development of a Tailored Engagement Strategy: For each stakeholder category, define specific objectives, engagement approaches (e.g., formal agreements, informal collaboration, data sharing), key messages, and proposed activities to secure their involvement and support. iv) Roles and Responsibilities Framework: Outline clear and distinct roles, expected contributions, and benefits of engagement for each type of partner to avoid duplication and ensure mutual value. v) Communications and Outreach Plan: Develop a comprehensive plan detailing communication channel (e.g., newsletters, webinars, high-level meetings), frequency of engagement, and key messages tailored to different audiences to maintain momentum and visibility. vi) Development of Outreach and Communication Materials: Create a suite of targeted materials to support engagement, such as a PAAPAM partnership concept note, a presentation deck for donor meetings, tailored briefing documents for different sectors, and social media content. vii) Monitoring and Adaptation Mechanism: Propose a system for tracking engagement activities, measuring the effectiveness of outreach efforts, and adapting the strategy based on feedback and ToR - Sustainable Mobility Consultant - January 2026changing opportunities over the 5-year period.
