Job Description

Background

The UNDP Green Energy Recovery Programme is an integrated approach to address Ukraine’s needs to accelerate efforts towards a more diverse energy mix, following the impact of the war and outdated energy system, with less dependence on gas and coal generation. It has been designed based on extensive consultations with the Government of Ukraine, local and regional authorities, and thorough analysis of barriers and instruments for green energy sector recovery. The Programme supports achieving mid-term objectives and priorities indicated in the National Energy Strategy, contributing to energy security and independence, supporting a green recovery and transition of the energy sector, promoting decarbonisation and facilitating further synchronisation with the EU energy markets.

The Programme expands the scope of UNDP’s engagement in supporting reconstruction and recovery of the energy system, building on the partnerships, results and lessons learned under the multi-donor funded project “Winterization support to Ukraine”. In line with the priorities of UN Ukraine Transitional Framework 2023 and UN Winterization plans of 2022-2023 and 2023-2024, UNDP is herein providing immediate and emergency support to the national and local governments to repair energy infrastructure in order to provide critical basic services to the population in war-affected areas.

The Green Energy Recovery Programme will contribute to distributing generation sources throughout the country and decentralizing the power system while increasing the share of renewable energy sources in an effort to contribute to gradually reducing coal generation, in line with Ukraine’s national commitments in reducing Co2 emissions. This will have significant positive impact on people’s access to energy from decentralized renewable energy capacities, economic empowerment, improved public governance of the energy sector, and decreased pollution rates. Outputs under the key objectives will thereby contribute to implementation of Ukraine’s nationally determined contributions (NDCs) towards the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC), in the effort for global reduction of greenhouse gas emissions.

Sustainable energy solutions provided through the pilot projects aligns with the UNDP nexus approach, contributing to risk reduction and increasing resilience of sub-national energy systems in war-affected communities in Ukraine. By increasing energy supply in the medium term and contributing to decentralization of the energy system, the proposed Programme will furthermore reduce pressure on humanitarian aid for heat, water, and sanitation services, all which depend on electricity supply, in the war affected areas and reduce the vulnerabilities of the energy systems.

In this context, UNDP Ukraine invites applications from highly qualified and experienced professionals for the post of Information Management Analyst who will provide analytical support on information management and other activities related to the Programme.

Duties And Responsibilities

The Information Management Analyst (IMA) is an essential member of the Green Energy Recovery Programme team. This position is responsible for managing the collection, analysis, and dissemination of information to support the coordination component of the Programme. The IMA will facilitate information management activities, analyzing data, and contributing to the strategic planning and decision-making process.

The IMA is expected to work impartially and closely with the Green Energy Recovery Programme Managerand key coordination staff from the UNDP Green Energy Recovery Programme.

  • Coordination
  • Develop and maintain information management network(s) for the UNDP Green Energy Recovery Programme in Ukraine to promote information exchange of high data and information standards;
  • Develop coordinatioin tools in the different pillars of energy recovery;
  • Support the UNDP Green Energy Recovery Programme Manager with information management, including but not limited to the appeals processes, data collection, assessment and reporting;
  • Support the Programme strategic coordination with Information Management capacity in conducting regular meetings at national and sub-national levels;
  • Engage with counterparts to ensure that information and data related activities are coordinated consistently with global and national standards and practices;
  • Contribute to the design and implement data strategies, and systems that strengthens theProgramme impact assessments and advocate for the use of harmonized data standards and common platforms, and for the open exchange of information.
  • Data management
  • Design, develop and manage databases, spreadsheets and other data tools in line with the Programme activities in Ukraine including contacts/distribution lists, etc.;
  • Contribute to the development and testing of response monitoring and reporting tools for the Programme.
  • Consolidate energy operational information on a regular schedule to support analysis;
  • Develop and maintain spatial baseline and operational datasets;
  • Maintain a repository of spatial data and ensure that the data are documented and accessible to energy partners through local and/or online services;
  • Provide training and expertise on the use and development of information management tools and platforms to broader UNDP Green Energy Recovery Programme and integrated projects as well as national institutions in Ukraine.
  • Assessment analysis
  • Provide data excerpts and analysis, per the requests of the Green Energy Recovery Programme Manager.
  • Lead the information management aspects of assessments and monitoring, including supporting the development and analysis process of joint needs assessments; secondary data reviews, preliminary scenario definitions and rapid assessments and related partner training;
  • Providde strategic analyses on the Programme activities that will inform gaps, overlaps and address coordination challenges.
  • Provide information management processes, including the establishment and tracking of the Programme indicators, targets, and reached calculations.
  • Data analysis
  • Adapt existing in-country information management approaches for collecting, analysing, and reporting the Programme activities and resources, and identifying information/data gaps;
  • Participate in the development, implementation and management of new indicators, together with its accompanying data, to be included in energy data systems;
  • Provide substantive support in developing analytical and communication documentation related to programme activities, including the preparation of donor reports, drafting of concept notes, and data analysis..
  • Vizualisation
  • Develop and update high-quality map products and online services;
  • Produce and update information products such as reports, snapshots, dashboards, charts and infographics by turning data into graphical products to convey messages and a storyline.
  • Web management
  • Support UNDP Ukraine Communications unit to maintain current content on relevant websites, social media platforms and other relevant web platforms;
  • Provide overall quality control for the platforms and ensure content is current, comprehensive and follows relevant metadata standards;
  • Work with external counterparts on related web platforms such as agency and cluster websites to facilitate cross-site search and interoperability.


The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills And Experience

Min. Education requirements

  • Advanced university degree (Master’s Degree) in Data Analysis, information management, information systems, web management, data management, geographic information systems and mapping, economics or other relevant field is required.
  • A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree


Min. Years Of Relevant Work Experience

  • Minimum 2 years (with Master’s Degree) or 4 years (with Bachelor’s Degree) of relevant experience, on the national or international level, in information and data management, analysis, research and policy-level analysis.


Experience, Knowledge And Skills

  • Knowledge of office software packages (Word, Excel etc.) is required.


Desired Criteria

  • Experience in digital transformation and information systems implementation in an energy related sector is desirable.
  • Experience in writing up analyses of the socio-economic impact assessments is desirable.
  • Experience in production of dashboards is desirable.
  • Experience within the energy sector or the cluster system in an international organization or non-governmental organization in a complex emergency conflict or post-conflict setting is a strong asset.
  • Experience in energy related data analysis, collection, and visualization systems, to include geographic information systems (GIS), within the UN common system is an asset.
  • Knowledge of energy standards and norms, information management systems (e.g., EPIMS), and experience using Power BI, SharePoint ecosystem, Excel, Power Point,and Power Automate applications is an advantage.
  • Deep understanding of the energy sector architecture, response operations, coordination structures,and clusters in relation to energy is an advantage.
