The contractor shall provide technical services, on a part time basis, for the assessment of technology needs for climate change mitigation activities in Georgia and shall provide the following outputs:
- A Technology Needs Assessment (TNA) report consisting of three chapters: Chapter 1) Situation Analysis and Fact Sheet for 2 technologies in the Transport sector, Chapter 2) A Barrier Analysis and Enabling Framework (BA&EF) on existing barriers and enabling framework to facilitate the deployment and diffusion of technologies. Chapter 3) A Technology Action Plan (TAP), specifying activities and enabling frameworks, actors to take them forward, budget and timeline.
- One policy brief per technology taken to the TAP in the format agreed for the project with UNEP Copenhagen Climate Centre. UNEP Copenhagen Climate Centre will provide a template for the report and policy briefs. Training and capacity-building sessions on the methodology for conducting the work will be conducted by UNEP CCC. Monitoring and Progress Controls In close collaboration with the UNEP CCC team, the contractor will be responsible for, inter-alia: a) Identifying and establishing links with relevant stakeholders who will provide input to and validation of the technology assessment process. b) Collecting, analyzing and synthesizing information and data including undertaking of assessment in terms of market penetration, market potential, policy/regulatory/innovation system support, and institutional capacity. c) Organising consultative stakeholder interviews, meetings and validation sessions (at least one sector specific working session). d) Facilitate a co-creation process to incorporate input from stakeholders on technology specific barriers, measures and in the development of a policy relevant action plan that can support technology implementation in the country. e) Prepare and finalize the TNA report synthesizing result from the analysis and co-creation process. The contractor will be required to use best practices, guidelines, methodologies and technical guidance available through the UNEP Copenhagen Climate Centre and other approved sources.
