Under the supervision of the Programme Management Officer, Sustainable Investment Unit, Mitigation Branch, Climate Change Division, the consultant will perform the following: 1. Coordinate and support partners on the ground: a. Facilitate communication and coordination among key stakeholders involved in developing the Iloilo PV System Management and Recycling Plan, including UNEP focal points, Iloilo provincial government offices, and local public and private sector actors. b. Organize and support meetings, consultations, and workshops specifically related to the Iloilo PV system management and recycling initiative, ensuring effective planning, logistics, and participation of relevant stakeholders. c. Provide regular updates to the UNEP EmPower team on the progress of activities in Iloilo, including technical support needs, challenges, and milestones, and ensure smooth implementation of UNEP‑led tasks. d. Monitor the progress of activities in Iloilo Province in collaboration with the international expert and provincial counterparts, and prepare concise reports on achievements, bottlenecks, and next steps. e. Identify potential synergies and establish collaborations with other initiatives similar to the Iloilo PV system management and recycling initiative at the national and regional level, as applicable f. Coordinate as necessary with government and sub-national governments 2. Support technical implementation of the PV System Management and Recycling Plan a. Assist the international expert by providing local data, context, and regulatory information relevant to solar PV, inverter, and battery disposal, recycling and management b. Facilitate consultations with provincial government departments and other stakeholders to gather inputs for the plan. c. Provide logistical and technical support during capacity-building activities for provincial personnel to ensure effective knowledge transfer d. Contribute to drafting and reviewing documents, proposals, and reports to ensure alignment with local practices and regulations 3. Reporting and documentation a. Prepare regular progress reports for UNEP, highlighting achievements, challenges, and recommendations specifically related to the Iloilo PV system management and recycling initiative b. Document stakeholder consultations, workshops, and meetings to ensure transparency and accountability c. Maintain records of coordination activities and provide updates specifically related to the Iloilo PV system management and recycling initiative to UNEP and the EmPower team 4. Stakeholder engagement and partnership building a. Act as the primary liaison between UNEP, the international expert, and local stakeholders to maintain effective communication and coordination specifically related to the Iloilo PV system management and recycling initiative b. Build and strengthen partnerships with local colleagues, government agencies, community representatives and relevant donor agencies to ensure broad support for the plan. Performance indicators: Efficient completion of the deliverables as stipulated and evaluated by UNEP for completeness and quality.
