Under the supervision of the Programme Management Officer, Sustainable Investment Unit, Mitigation Branch, Climate Change Division, the consultant will perform the following: 1.Seamless continuity and strengthened implementation of EmPower Phase II: : a. Ensure uninterrupted execution of UNEP’s responsibilities, including maintaining relationships with government partners, UN Women, and regional stakeholders. b. Oversee and coordinate the completion of ongoing activities under EmPower II, ensuring timely delivery of remaining outputs and adherence to UNEP’s quality standards. c. Provide consistent technical inputs on gender‑responsive energy and climate action to maintain programme momentum and uphold UNEP’s role as a key technical partner. d. Support final reporting, documentation, knowledge product completion, and project closing processes in line with UNEP and donor requirements. 2. Strengthened technical and strategic foundation for EmPower Phase III a. Support the development of analytical inputs, concept notes, and early design elements that inform the architecture of EmPower Phase III. b. Consolidate lessons learned, results, and evidence from EmPower Phase II to shape strategic directions, thematic priorities, and geographic focus for the next phase. c. Support and coordinate consultations with internal and external partners to ensure Phase III design is aligned with regional needs and UNEP’s mandate on climate, energy, and gender equality. 3. Enhanced resource mobilization and donor engagement for programme scaling a. Prepare high-quality resource‑mobilization materials including donor briefs, proposals, talking points, and technical notes, with particular emphasis on energy–finance–gender linkages. b. Coordinate with UNEP headquarters, regional offices, and UN Women to identify funding opportunities and support donor engagement processes. c. Strengthen UNEP’s visibility and positioning with development partners through clear communication of results, needs, and impact pathways. 4. Improved coordination and strengthened partnerships across the region a. Maintain effective communication between UNEP, UN Women, national focal points, civil society partners, and technical experts to support coherent regional implementation. b. Identify and nurture strategic partnerships that can support Phase III, including government counterparts, financial institutions, private‑sector actors, and development partners. c. Provide regular internal updates and briefings to ensure shared understanding of progress, challenges, and opportunities across all implementing partners. Performance indicators: Efficient completion of the deliverables as stipulated and evaluated by UNEP for completeness and quality.
