This role is being offered as hybrid working based at any of our Core HQ’s.

As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London)

Salary Information

The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available. The Post Holder Will:
- Be expected to lead on a varied range of property work to include supporting asset management consolidation or office move projects, engaging with the business around operational requirements, and leading on ExCo or Board paper

- Act as the UKHSA point of contact for sustainable development and work collaboratively across the organisation, developing a programme of works to meet the government’s strategic sustainability outcomes, the Greening Government Commitments (GGC), and Net Zero targets.
- Be responsible for managing a small team (currently 1X SEO).
- Provide frequent reports to the UKHSA Executive Committee (ExCo) to provide updates and lead on the reporting of sustainability objectives in the Annual Report.
- Strong writing and presentation skills are essential.

- You will support lease renewals, new leases including assurance process and negotiating terms, engaging with the business, legal parties and landlords
- You will support and contribute to estate strategy and efficiency plans. This will includes dealing with sensitive matters. You will link with wider HR team around potential office moves and staff implications.
- Presenting Board papers, developing PowerPoint slides related to estates matters will be required regularly. You will be expected to lead ExCo papers and slide presentations and feel comfortable presenting to senior stakeholders.
- Conducting informal condition surveys of our estate using existing templates and improving templates to ensure surveys are conducted effectively and efficiently.
- You will support dilapidations negotiations including commissioning surveys and leading on negotiations with landlords
- Leading on commercial approvals processes including liaison with our Commercial team and driving approvals is required. This might include supplier contracts and agreeing scope and requirements.
- Conducting options appraisals including engaging with GPA, DHSC and other public sector bodies to identify options. Drafting recommendations and liaising with operational teams to present options.
- Leading business planning work including budget and financial management.
- The post-holder will lead a small corporate team leading UKHSA’s Sustainable Development Management Strategy activities to reduce carbon emissions across a large and complex office and science estate.
- You will work with colleagues from other parts of the business to action plan and incorporate recommendations from Net Carbon Zero surveys to reduce emissions including via forward and backlog maintenance plans. Strong stakeholder skills are a must taking a collaborative approach.

Essential Criteria
- Degree or equivalent experience in Environmental Management or Property discipline
- A relevant property or sustainability qualification or actively working towards a relevant qualification. This might include Institute of Environmental Management and Assessment (IEMA), The Chartered Institution of Building Services Engineers (CIBSE) MRICS, FRICS, or the Energy Institute.
- Significant Property and/or Sustainability experience
- Significant knowledge of both Sustainability and Property
- Strong Net Zero Carbon knowledge
- Strong stakeholder engagement skills
- Experience with property strategy, lease negotiations, options appraisals and/or property surveys
- Experience of operational engineering maintenance of buildings, plant, M&E, utility and infrastructure projects.
