Construction Projects Manager – Public Infrastructure & Energy Upgrades

Position Overview

Experienced Construction Projects Manager specializing in public infrastructure works, with a strong background in energy efficiency upgrades of public buildings (schools, hospitals, municipal facilities), public space redevelopment (parks, squares), and small‑scale hydraulic projects. The role carries full responsibility for the technical, financial, and operational management of small‑ to medium‑scale projects, overseeing both preparation and execution phases.


Key Responsibilities

  • Perform project sizing, technical analysis, and preparation of detailed cost estimates and budgets.
  • Identify, evaluate, and negotiate with suppliers, subcontractors, and technical crews.
  • Prepare/Supervise tender documentation, technical specifications, and procurement files.
  • Supervise on‑site construction activities, ensuring compliance with design, quality standards, and safety regulations.
  • Lead and coordinate Project Managers assigned to each project.
  • Monitor project timelines, resource allocation, and cost control.
  • Ensure adherence to public works legislation, technical standards, and contractual obligations.


Required Qualifications

Character.

Degree in Engineering (Civil, Mechanical, Electrical, or related field).

Possession of a construction license/classification is highly desirable.

Minimum 5 years of proven experience in the preparation, bidding, and especially execution of infrastructure projects.

Demonstrated experience in Public Works of Class 3rd and above.

Strong understanding of public procurement procedures and technical documentation.

Excellent negotiation, leadership, and decision‑making skills.

Ability to manage multiple projects and multidisciplinary teams.
