ROLE OVERVIEW 

We are seeking a Government Partnerships Account Executive to help support business development - expanding the support we provide to public-sector agencies implementing building benchmarking and Building Performance Standard (BPS) programs.


Touchstone IQ is a 70+ person organization today, based in Denver, with a growing footprint of partners and clients. In this role, you will conduct prospective client outreach, support proposals and procurements, and strengthen our content and case study library, while staying comfortable in a fast-moving environment where priorities evolve and cross-team coordination is essential. This role will report to the Director of Business Development for Government Partnerships.

This role is for you if you:

  • Understand how governments operate and make decisions.
  • You have experience or familiarity with energy, sustainability, climate, decarbonization, or other compliance-driven programs.
  • Are a confident relationship-builder who is comfortable initiating outreach, asking thoughtful questions, and guiding conversations toward clear next steps—bringing a sales mindset without a "hard sell" approach. 

 

This role requires someone who can wear multiple hats—balancing relationship building with research, content development, and project management support. You bring excellent verbal and written communication skills, with the ability to craft compelling outreach materials and support RFP development. 


The ideal candidate has direct experience in or alongside government agencies as well as hands-on exposure to building energy, sustainability, or decarbonization programs, and is excited to act as a bridge between public-sector priorities and practical implementation. 

 

KEY RESPONSIBILITIES

Government Outreach and Engagement  

  • Direct outreach to build relationships – Lead outreach to jurisdictions to build relationships and understand jurisdiction needs and opportunities. Outreach will be facilitated through direct emails, email campaigns, calls, LinkedIn, conference engagement, and more. 
  • Support with developing marketing content – Develop custom outreach materials to promote Touchstone and Client work. 


Proposal Support 

  • Proposal Management - Provide support for RFP submissions, including managing deadlines, creating templates/outlines, and completing necessary forms. Explore strategies and technology (i.e., AI enablement) to more efficiently respond to future proposals 
  • Knowledge Management – Update the library of content from previous proposals, including identifying gaps in content and updating content/filling in gaps before proposals. Work with program managers to update content on current clients, project examples, resumes, case studies, etc. 


Market Research/Market Intelligence  

  • Development of content/case studies - Develop case studies to highlight the work of Touchstone and our clients 
  • Competitor Research – Monitor competitor strategies, engagement, and marketing.
  • Procurement/Contract Research – Research current contracts from benchmarking and BPS jurisdictions using competitor products and solutions to create a roadmap for future Touchstone opportunities 
  • Support on new market expansion – Research opportunities related to adjacent business opportunities related to sustainability compliance tracking. Review existing or new programs, procurements, competitors, etc.

 

Qualifications and Experience  

We recognize that someone may not have direct experience in this role, but we are looking for relevant and transferable experiences. We are looking for someone who is a problem-solver and interested in growing and moving fast to help support government agencies meet their decarbonization goals.


CORE QUALIFICATIONS

  • Bachelor's degree in public policy/administration, business, or a related field. 
  • 3–7 years of experience working in government and/or partnering closely with public-sector clients. 
  • Familiarity with energy, sustainability, climate, or other compliance-driven programs and the ability to quickly learn technical and policy concepts. 
  • Strong outreach and discovery skills, with the ability to run structured follow-up and translate needs into clear next steps. 
  • Track record of collaborating with decision-makers and stakeholder groups to build alignment and move initiatives forward. 
  • Proven ability to manage multiple priorities and stakeholders, delivering high-quality work under shifting timelines. 
  • Excellent writing and editing skills for government audiences, with experience creating and maintaining reusable content libraries (case studies, resumes, project examples, boilerplate). 


PREFERRED

  • Graduate degree in policy, environmental studies, business, or a related field 
  • Experience supporting RFP/RFQ responses and procurement workflows, including requirements management, forms, deadlines, and submission packaging. 
  • Experience conducting market, competitor, and procurement research and synthesizing findings into opportunity tracking and actionable recommendations. 
  • Exposure to rulemaking or legislative tracking and stakeholder engagement support (briefs, meeting prep, comment letters, testimony support). 
  • Familiarity with CRM and outreach tools (Salesforce, HubSpot, Mailchimp, or similar). 
  • Experience using AI tools to improve drafting, QA, and content reuse workflows. 


COMPENSATION

Compensation is dependent on experience, with a base salary ranging from $80,000 to $90,000 plus bonus. Additional benefits include healthcare and dental insurance, parental leave, a Denver RTD EcoPass, a hybrid work schedule (3 days in-office; 2 days remote), paid holidays, vacation, and sick days, as well as a matching 401k package.
