Role Summary

Torch Clean Energy is seeking a Procurement Manager to lead procurement strategy and execution across its utility-scale renewable energy project portfolio. This role is responsible for sourcing, contracting, and managing suppliers for major equipment and services including solar modules, inverters, transformers, racking systems, and balance-of-plant materials. The Procurement Manager will work cross-functionally with development, engineering, finance, and EPC teams to ensure projects are procured on time, on budget, and in alignment with project execution requirements.

Key Responsibilities

Procurement Strategy and Sourcing

  • Develop and execute procurement strategies for utility-scale solar, wind, and storage projects across the project lifecycle.
  • Lead competitive RFP and RFQ processes for major equipment categories including PV modules, inverters, racking/trackers, BESS systems, and transformers.
  • Identify, qualify, and manage a preferred supplier base; maintain and develop supplier relationships to drive cost, quality, and schedule outcomes.
  • Monitor equipment market trends, lead times, pricing volatility, and supply chain risks to inform procurement planning and project budgets.

Contracting and Negotiation

  • Lead commercial negotiations for equipment supply agreements, long-term framework agreements, and service contracts.
  • Draft, review, and manage procurement contracts in coordination with legal counsel; ensure terms address warranty, delivery, liquidated damages, and risk allocation.
  • Manage contract execution, change orders, and claims through project close-out.

Cross-Functional Collaboration

  • Partner with development, engineering, and EPC teams to align procurement timelines with project milestones and NTP schedules.
  • Support project finance and due diligence processes by providing procurement cost data, supplier qualification documents, and contract summaries.
  • Collaborate with project managers to ensure on-time delivery, manage logistics coordination, and resolve supplier performance issues.
  • Contribute to early-stage project budgeting by providing procurement cost estimates and long-lead item analysis.

Supplier Management and Compliance

  • Establish and maintain supplier qualification and performance management processes.
  • Ensure compliance with Uyghur Forced Labor Prevention Act (UFLPA) requirements and supply chain traceability standards for solar modules.
  • Track and report on supplier performance against cost, delivery, and quality KPIs.
  • Maintain procurement records, contract database, and reporting systems.

Qualifications

Required

  • 5+ years of procurement or supply chain experience, with at least 3 years in utility-scale renewable energy (solar, wind, or storage).
  • Demonstrated experience sourcing and contracting major renewable energy equipment (modules, inverters, trackers, transformers, BESS).
  • Strong commercial negotiation skills; experience structuring and executing supply agreements.
  • Familiarity with project finance requirements and procurement documentation standards.
  • Experience managing UFLPA compliance and supply chain traceability processes.
  • Proficiency with procurement and project management tools; strong Excel skills.
  • Ability to manage multiple concurrent procurements across different project stages.

Preferred

  • Experience working within an IPP, developer, or EPC organization (in-house procurement preferred over consulting).
  • Familiarity with EPC contract structures and interface with construction execution teams.
  • Bachelor's degree in supply chain management, engineering, business, or a related field.
  • CPSM, CSCP, or equivalent procurement certification a plus.

Location and Travel

This role is based in Boulder, CO or Charlottesville, VA. Travel required to project sites and supplier facilities as needed, estimated at 20-30%.
