Description of the Project:
In view of the challenges pertaining the implementation of the ‘Sistema Brasileiro de Comércio de Emissões’ (SBCE), the World Bank is supporting the Brazilian Ministry of Finance (MoF) via the Partnership for Market Implementation (PMI). Brazil’s work program under the PMI is centered around providing technical assistance to the Brazilian government to support and facilitate the design and implementation the national Emissions Trading System (ETS), in accordance with the legislative framework set out in the SBCE Law, including its supporting infrastructures, remarkedly the mandatory MRVA system. The object of this ToR is to support the development of the Brazilian Measurement, Reporting and Verification Program for Greenhouse Gas Emissions (PB-MRV).
Duties and Responsibilities:
The consultant shall provide analytical, technical, and regulatory inputs to support the Ministry of Finance and relevant authorities in structuring and regulating the general rules for the Brazilian MRV Program, ensuring alignment with international best practices and national MRV requirements. Activities shall include:
• Support the Public Consultation of the Sectoral Coverage Act: consolidate and analyze contributions received during the Public Consultation of the Sectoral Coverage Act, currently under development by the MoF, proposing revisions and technical improvements, as well as drafting technical notes.
• Benchmarking of International GHG Reporting Systems/Programs: provide elements for the main initial definitions required for the PB-MRV, analyzing the structure of the regulatory rules and the main topics it encompasses in international experiences, organizing it in a summary table.
• Regulatory Structuring of the PB-MRV: propose the main guidelines for the PB-MRV, organized into key regulatory components that must be encompassed within a consistent MRV regulation. This activity shall also include the support for the public consultation to be held for the PB-MRV regulatory proposal, preparing guiding material, as well as consolidating, analyzing, and processing the inputs received.
• Support for the Development of the Open Coalition on Compliance Carbon Markets Action Plan: provide technical inputs and analytical recommendations for the preparation of the Open Coalition Action Plan, and Support coordination discussions with relevant stakeholders.
Selection Criteria:
• Advanced degree in environmental science, engineering, economics, or a closely related field;
• Minimum 10 years of professional experience in GHG MRVA, carbon pricing and markets, or GHG accounting;
• Demonstrated familiarity with international MRV standards, including ISO 14064, the GHG Protocol, and relevant UNFCCC frameworks;
• Experience with ETS or carbon pricing design/implementation, preferably in emerging economies;
• Knowledge of Brazil's climate policy and regulatory landscape;
• Prior engagement with Government of Brazil is an asset;
• Fluency in English and Portuguese is required;
• Being located in Brasília is an advantage, as the MRVA Specialist must be available for in-person participation in workshops and meetings as needed;
• Knowledge of Regulatory Impacts Analysis methods is an asset.
Terms of the contract: This is a short-term consultant (STC) assignment for an initial contract length of 30 days until December 2026. Subject to satisfactory performance and operational needs, the contract may be amended to include a higher number of days. The consultant will work with the Brazil PMI Task Team, and report to Christophe de Gouvello (Senior Energy and Climate Specialist, The World Bank).
