Description of the Project:

The World Bank, through the Partnership for Market Implementation (PMI), is supporting the Government of Brazil in implementing the national Emissions Trading System (SBCE) by providing technical assistance to develop a credible and robust MRVA framework.


Duties and Responsibilities:


The MRVA Specialist will support the design and implementation of Brazil's SBCE Monitoring, Reporting, Verification, and Accreditation (MRVA) framework across the following areas of work:


1. Support preparation for, facilitation, and consolidation of outcomes of sector-level technical workshops on MRV methodologies applicable to priority sectors (steel, mining, oil & gas, power, and civil aviation). This includes preparing workshop concept notes, agendas, sector-specific briefing papers and post-workshop summary reports, and participation in workshops by assisting with technical facilitation and note-taking.


2. Prepare sector-specific assessments of MRV readiness, regulatory risks, implementation challenges, and areas of alignment across the five priority sectors, drawing on sector-specific briefing papers, stocktaking of parallel World Bank and Government of Brazil engagements, including the MRVA studies being developed by MDIC, and targeted international benchmarking.


3. Produce a technical note proposing recommendations for harmonized MRV approaches across the priority sectors, covering common definitions, cross-cutting MRV design elements, sector-specific tailoring, phased implementation, and scalability.


4. Assess Brazil’s existing accreditation and conformity assessment landscape as it relates to SBCE verification requirements, including accreditation bodies, verification entities, testing/measurement laboratories, and gaps relative to SBCE needs.


5. Develop institutional and regulatory recommendations for establishing a verifier accreditation system under the SBCE, including competence criteria, oversight, monitoring and appeals mechanisms, legal instruments under Law N° 15.042/2024, capacity building needs, transition strategy, and indicative minimum regulatory provisions.


6. Support the drafting of a structured MRV framework document for the SBCE, covering the governance model, procedural architecture, reporting templates, monitoring plans, emissions factor guidance, verification protocols and workflows, timelines and record-keeping requirements, sanctions and rectification processes, and accreditation and verification workflows.


7. Support the preparation of technical notes for public consultations on the SBCE’s MRVA framework, including developing a standardized structure for the notes, as well as sector-specific notes which reflect the characteristics and regulatory requirements of each sector, ensuring consistency with of Law N° 15.042/2024 and applicable international standards, and alignment with prior outputs.


Selection Criteria:

The ideal candidate will possess the following qualifications and experience:

• Advanced degree in environmental science, engineering, economics, or a closely related field;

• Minimum 10 years of professional experience in MRV, carbon pricing and markets, or GHG accounting;

• Demonstrated familiarity with international MRV standards, including ISO 14064, the GHG Protocol, and relevant UNFCCC frameworks;

• Experience with ETS or carbon pricing design/implementation, preferably in emerging economies;

• Knowledge of Brazil's climate policy and regulatory landscape;

• Prior engagement with Government of Brazil is an asset;

• Fluency in English and Portuguese is required;

• Being located in Brasília is an advantage, as the MRVA Specialist must be available for in-person participation in workshops and meetings as needed


Terms of the contract: This is a short-term consultant (STC) assignment for an initial contract length of 25 days until 30 June 2026, covering the first area of work (sector-level MRV workshop support). Subject to satisfactory performance and operational needs, the contract may be extended through December 2026 to cover the remaining areas of work. The consultant will work with the Brazil PMI Task Team, and report to Christophe de Gouvello (Senior Energy Specialist, KIESC).
