The Nature Conservancy in Texas seeks a Government Relations Program Manager that will support The Nature Conservancy’s conservation goals by working collaboratively with staff from the government relations, conservation, marketing, and philanthropy teams to engage and activate new and existing supporters through relationship management and strategic policy communications. Working closely with conservation and government relations staff, they will facilitate and implement tactics to manage relationships with external partners to help achieve the Conservancy’s state and federal lobbying goals.


The Government Relations Program Manager plans, implements and coordinates programs at the local, state, and national level to affect public and/or corporate policy to further the Conservancy’s mission. Duties include daily contact with local, state, national governments; multilateral/agencies officials, and/or corporate representatives on matters pertaining to administrative, legislative, and/or corporate actions. They build and facilitate internal networks, coordinate meetings, agendas, and presentations. They influence the outcome of policy and/or corporate initiatives at the local, state, and federal levels. They develop strategic partnerships with relevant agencies, conservation organizations, and industry to advance the organization’s conservation agenda. Willingness to travel within Texas and nationally as needed.


  • Financial responsibility may include working within/managing a budget to complete projects, negotiating and contracting with vendors, assisting with budget development, and meeting fundraising targets.
  • Maintains regular contact with local, state, or national officials, and/or corporate representatives on matters pertaining to administrative, legislative, and/or corporate actions.
  • Develops strategic partnerships with relevant groups to influence legislation and agreements.
  • Ensures program compliance with internal policies and external requirements.
  • Serves as a team leader for assigned projects and coordinate the work of others.
  • Ensures that the program complies with country lobbying laws and regulations.
  • May need to gain cooperation from individuals or groups (inside and outside the Conservancy) over whom there is no direct authority in order to accomplish program goals.


  • Bachelor’s degree and 4 years related experience or equivalent combination.
  • Fluency in English
  • Experience presenting to and/or communicating with business, government or legislative staff and/or program leadership.
  • Experience in designing, implementing and directing multiple complex projects and ensuring program accountability.
  • Communications experience including preparing and presenting project proposals, and developing written communications.
  • Experience working with corporate or NGO partners, and government agencies.


  • Familiarity with social, economic and political conditions and issues in the country and Texas.
  • Experience coordinating projects in a decentralized organization, working across teams, operating units and functions to achieve optimal results.
  • Outstanding written and oral communication, negotiating and organizational skills.
