The Associate Director of Data Governance is the technology lead responsible for developing and institutionalizing modern data governance and master data management policies, processes and technologies in alignment and support of the target state Enterprise Technology Architecture and Roadmap which includes large and highly complex IT applications.

The Associate Director of Data Governance (ADDG) provides leadership on the use of TNC’s data assets through their strong understanding of TNC’s business and mission needs and of the IT systems/platforms/applications that support those needs. The ADDG establishes a data governance decisioning framework; metadata and reference data governance practices; data quality assessment and monitoring procedures; and data standards and guidelines. The ADDG partners with IT teams and other Business/Program stakeholders to ensure alignment with enterprise standards, architecture principles, and approved target states and patterns. The ADDG stays abreast of changing business circumstances and industry trends to evaluate alternatives and develop/implement solutions in response to those changing circumstances. The ADDG provides current insights and approaches to data access and self-service alternatives to better and more quickly support business and mission needs.


  • In coordination with the Senior Director of Data Services, establish data governance processes and procedures, including ownership of the Data Life Cycle Management (DLCM).
  • Establish and govern an enterprise data governance implementation roadmap including strategic priorities for development of information-based capabilities.
  • Design and implement a data governance structure that enables Master Data Management (MDM) to produce data that are understood, trusted, controlled and purposeful.
  • Document and maintain metadata assets such as data lineage, data dictionary, data profiling to support and data cataloging and encourage data usage by business users
  • Create data governance policies and procedures regarding data quality, privacy, and usage to utilize data assets effectively and efficiently across the enterprise
  • Establish and maintain enterprise data quality standards, data protection standards and data dictionaries and be accountable, in collaboration with the data owners, for data integrity and protection at each step of the data life cycle.
  • Facilitate the development and implementation of data quality standards, data protection standards and adoption requirements across the enterprise.
  • Create a structure, roles and responsibilities, and processes for the management of data quality and resolve issues raised by Business/Program and IT stakeholders.
  • Define indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements.
  • Implements, in coordination with Business/Program and IT stakeholders identify appropriate data stewards and assist in development of tools to assist data stewards in their validation activities.
  • Work one-on-one with data stewards to ensure stewards are actively managing their respective areas and work with the IT BIA team to develop appropriate supporting tools/reports, as needed.
  • Establish and maintain an inventory of the enterprise data, systems, structures, and ownership.
  • Work closely with Information Security, Compliance and Privacy, and Risk teams to implement appropriate information security and privacy policies and procedures
  • Work with Business/Program and IT stakeholders to identify data gaps and source the required data, as appropriate.
  • Serve as a liaison between Business/Program and IT stakeholders to ensure that data related business requirements for protecting sensitive data are clearly defined, communicated, and well understood and considered as part of operational prioritization and planning.
  • Analyze changing business circumstances and industry trends to evaluate alternatives and develop/implement solutions in response to changing business circumstances (Re-engineer TNC business processes/practices as necessary).

  • Bachelor’s degree in Business Administration, Computer Science, Data Science, Information Science or related field, or equivalent work experience
  • 8 years of experience in Information Technology field with years of experience in master data management and data governance disciplines including metadata management; data quality analysis; data quality remediation; data profiling and data lineage
  • Advanced experience with the Data Life Cycle Management (DLCM), systems life cycle and project management principles best practices and concepts.
  • Experience implementing data regulatory compliance programs such as GDPR.
  • Experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts.
  • 3 years of supervisory experience leading and collaborating with technical domain experts (data, technical, security, business, solution, etc.) to delivery cohesive solutions.
  • Excellent written, visual, and oral communication skills, ability to communicate with key Business/Program stakeholders clearly and succinctly, including senior executives.


  • Deep experience and knowledge necessary to establish and govern an enterprise level data governance implementation roadmap, including strategic priorities for both data systems, tools, and outgoing reports.
  • Proven track record in creating and operating a data governance program.
  • Experience in the use of data catalogues and data quality technologies.
  • Operational familiarity in the use of master-data management, meta-data management, data quality, and data stewardship tools and platforms.
  • Experience in the use of data catalogues and data quality technologies.
  • Experience in Agile/Scrum/Kanban supporting Agile efforts as well as knowledge of Continuous Delivery and DevOps practices.
  • Understanding of Cloud data services preferably AWS and/or Azure
  • Ability to constructively challenge requirements and current state to increase overall value to TNC.
  • Flexibility to adjust to multiple demands, shifting priorities, ambiguity and rapid change.
  • Ability and desire to mentor and train others.
  • Strong ability to analyze business requirements and recommend solutions.
  • Demonstrated team-building skills.
  • Experience with the development and execution of test plans.
  • Excellent written and oral communication skills.
  • Exceptional customer services skills.
