The Nature Conservancy seeks a Project Manager, GCF Funding Proposal Development for the anticipated Green Climate Fund (GCF) Project Preparation Facility (PPF) funding to TNC (as the Accredited Entity) to develop a Funding Proposal.

The Project Manager is responsible for project management and coordination of the development of a Funding Proposal to the GCF for the project titled “Climate-resilient watersheds and communities through nature-based solutions and innovative financing in the Dominican Republic (CReW-DR)”, supported through a PPF grant from the GCF. The PPF provides financial and technical support through grants, both reimbursable and non-reimbursable, as well as equity, to support the development of high-quality project and programme funding proposals for submission to the GCF.

The Project Manager is part of The Nature Conservancy (TNC)’s Dominican Republic Program within TNC’s Caribbean Division and will report to the Project Lead.

The CReW-DR project aims to enhance climate resilience for vulnerable communities in the Dominican Republic's Yaque del Norte watershed, La Yeguada watershed, and Miches coastal municipality, which face escalating climate risks including droughts, floods, tropical storms, sea-level rise, and increasing temperatures. The project will utilise an integrated approach combining ecosystem-based adaptation with innovative climate finance mechanisms to implement nature-based solutions including forest and mangrove restoration, riparian buffer establishment, agroforestry and silvopastoral systems, soil and water conservation practices, and sustainable coastal vegetation management.

The Project Manager will be responsible for managing and executing TNC’s PPF grant workplan and budget to support the successful development and submission of the CReW-DR Funding Proposal package to the GCF. This involves significant interdisciplinary coordination across TNC teams and external partners including financial institutions, government agencies, consultants, and other stakeholders necessary for completion of the Funding Proposal, including for feasibility studies, gender analysis, environmental and social safeguards, institutional arrangements, detailed budget development and other PPF activities. The Project Manager will also help the team ensure TNC and GCF requirements and standards are met for all deliverables. They will obtain go/no-go decisions at all project decision points from the TNC Project Lead or Sponsor and identify and obtain approval for project deliverables from the appropriate staff or teams. They will monitor and measure project progress, conduct corrective action as necessary and communicate project status information to stakeholders. They will perform risk management, issue resolution, and conflict management, and collaboratively solve complex problems. They will utilize project management methodologies and processes and ensure all organizational and divisional standards are met.

The Project Manager will bring a collaborative approach to GCF Funding Proposal development, building strong partnerships and a continuous learning environment. They will coordinate with the Project Lead, TNC teams, partners, and other stakeholders to ensure the Funding Proposal team meets stated targets on time and on budget. The Project Manager will support the team in maintaining strong relationships with partners, governments, private sector, and other stakeholders. They will have a strong understanding of project development for large public funding projects (i.e., ~USD $10+ million), including GCF requirements and standards.

Primary Responsibilities Include, But Are Not Limited To

  • Lead project management and coordination on behalf of TNC in the development of the Funding Proposal by developing and maintaining PPF grant workplan and detailed task schedule.
  • Organize and manage coordination and communication processes for Funding Proposal development including weekly team calls, consultant check-ins, working groups management, writing sessions, review of deliverables, feedback consolidation, TNC internal approvals, and other processes as needed.
  • Manage the Funding Proposal workplan to support global and national technical leads with completion of all Funding Proposal sections and annexes on time and on budget.
  • With oversight from Project Lead and in collaboration with Grants, Finance, & Operations team members at both country and global level, manage project budget, prepare forecasts as needed, advise on coding, and monitor cofinance contributions. Coordinate with TNC technical teams, partners, and consultants to ensure necessary consultations and meetings are organized with government, communities, and other partners.
  • Coordinate with TNC technical teams, partners, and consultants to support the provision of local information as needed and available, such as reports and data sources, for development of the Funding Proposal and annexes (e.g., feasibility studies, market and investment analysis, etc.).
  • Coordinate with TNC technical and operational teams to support completion of necessary due diligence for project partners following all GCF and TNC requirements.
  • Support management of consultant contracts including preparing terms of reference, monitoring progress on deliverables, coordinating payments, and managing any adjustments as necessary.
  • Organize and maintain all documents related to Funding Proposal development in a centralized document repository, including for collaboration, file sharing, and record keeping.
  • Demonstrate sensitivity in handling confidential information.
  • Ensure programmatic commitments, TNC policies and procedures, financial standards, and legal requirements are met and managed for compliance; decisions may bind the organization financially or legally.
  • May manage or participate in complex negotiations.
  • Other duties as assigned by the Project Lead for the success of the funding proposal development.
  • This position requires working across multiple time zones and travel within the Dominican Republic of 20% or more.

What You’ll Bring

  • Bachelor’s degree in related field and a minimum 7 years’ related experience or equivalent combination of education and experience.
  • 5 years of project management experience or 3 years acting as a project lead.
  • Track record of successfully managing and implementing complex processes and projects with multidisciplinary teams and partners.
  • Experience using project management techniques and tools to meet time sensitive deadlines, coordinate scheduling, and manage logistical aspects of medium to large projects that range from short to long term.
  • Experience working with a highly matrixed, decentralized and collaborative organization across multiple time zones.
  • Multi-cultural or cross-cultural facilitation experience.
  • Professional working proficiency in English and Spanish.

Desired Qualifications

  • Experience with GCF project development preferred; candidates with multilateral/bilateral climate finance experience (e.g., GEF, Adaptation Fund, World Bank) will be strongly considered.
  • Experience managing, developing, and/or implementing large public funding projects (~USD $10+ million).
  • Working experience in the Dominican Republic.
  • Familiarity with project country context, including climate conditions and risks, related policies, and key stakeholders.
  • Experience in conservation and/or climate adaptation practice or equivalent combination of education and experience.
  • Experience in community banking, microfinance, commercial banking, and/or development finance.
  • Demonstrated knowledge of, or experience working with, environmental and social safeguards in multilateral financing frameworks (e.g., GCF, GEF, World Bank).
  • Experience managing and implementing budgets and vendor contracts in compliance with donor requirements.
  • Strong interpersonal skills, including ability to negotiate, influence, and persuade.
  • Excellent organizational, communication, synthesis, and proofreading skills.
  • Familiarity with project management standards and best practices, including coursework and/or training (e.g., APMP, Shipley).

Additional Information

  • An offer of employment and related start date are contingent upon execution of a PPF funding agreement between TNC and GCF, estimated May 2026.
  • This is a term-limited position of approximately 15-18 months. Depending on funding and business needs, there may be the possibility of an extension.
  • The starting pay range for a candidate selected for this position is generally within the range of DOP $3,200,000 - $4,000,000 for annual base salary. Where a successful candidate’s actual pay will fall within this range will be based on a variety of factors, including qualifications, specific skills, and experience.
  • Only applicants who are currently eligible to work in the Dominican Republic will be considered. The Nature Conservancy is unable to provide support for a work permit for this position.
  • Position requires a valid driver’s license and maintaining a good driving record.

Salary Information

The starting pay range for a candidate selected for this position is generally within the range of DOP $3,200,000 - $4,000,000 for annual base salary. This range only applies to candidates whose country of employment is in the Dominican Republic. Where a successful candidate’s actual pay will fall within this range will be based on a variety of factors, including, for example, the candidate's location, qualifications, specific skills, and experience.
