Mangrove Sourcing Consultant
Terraformation is expanding its presence in Indonesia to advance our grant objectives. The grant includes identifying four mangrove restoration projects across the Philippines and Indonesia and completing feasibility assessments in 2026. To achieve this, we are seeking on-the-ground support in Indonesia to help identify potential landowners and implementation partners and to drive early project origination efforts.
Objective
The objective of this role is to support Terraformation in identifying, assessing, and initiating blue carbon project opportunities in Indonesia. The consultant will focus on early-stage origination, identifying, assessing, and advancing potential forest-carbon and restoration projects, and conduct high-level government stakeholder mapping across all levels involved in blue carbon project approval and registration. This role provides pre-feasibility sourcing support and does not conduct full feasibility assessments.

Duration & Contract Terms
Start date of 1st December 2025, or as soon as possible
3-month contract under a Master Services Agreement (MSA)
Payments will be made upon satisfactory completion and acceptance of deliverables under each task order, in line with the specified level of effort (LOE), deliverables, and reimbursable travel costs.

Core Functions
- Develop a robust early-stage pipeline of potential mangrove restoration and conservation projects.
- Stakeholder mapping for government relations and regulatory considerations relevant to project eligibility and pathways to carbon rights.
- Lead site visits with partners to project sites where necessary (subject to project requirements) to validate basic eligibility contexts.
- Develop a robust pipeline of potential mangrove restoration and conservation projects:
- Identify qualified applicants and coordinate submission of project applications aligned with Terraformation’s sourcing strategy.
- Assess project alignment with sourcing criteria and flag key strengths, barriers, and gaps.
- Coordinate with internal teams (Sourcing, Carbon, Forestry, Social, GIS, Finance) to ensure technical, operational, and commercial viability.
- Facilitate partner data collection and share weekly project and partner progress updates.
- Support development of documentation by providing accurate, up-to-date project data is incorporated into TF Intake Form on Terraware.
- Assist in shortlisting viable projects by providing feedback and recommendations.
- Stakeholder mapping for government relations and regulations:
- Research and develop a comprehensive stakeholder map in Indonesia for blue carbon project approvals at national, regional, and local levels including building a database of key contacts (PICs) for each relevant government office.
- Identify and compile policies and regulations related to blue carbon and carbon market participation.
- Develop a concise overview of the approval pathway for blue carbon projects relevant to early-stage sourcing (not detailed regulatory interpretation).
- Minimum 8 years of experience in coastal ecosystem restoration or blue carbon project development in Indonesia.
- Strong understanding of Indonesian environmental and carbon market regulations particularly blue carbon.
- Demonstrated ability to develop and manage partnerships involving government agencies, donors, and technical organizations.
- Proven experience coordinating feasibility or early-stage project development processes
- Excellent communication skills in English and Bahasa Indonesia.
- Bachelor’s degree in a relevant field (Environmental Science, Restoration Ecology, Coastal Management, Development Studies, or Public Policy); Master’s degree preferred.
- Strong analytical, interpersonal, and problem-solving skills.
- Experience managing technical consultants or cross-disciplinary teams.
