Job Title: Construction Project Manager

Location: Richmond, VA

Assignment Length: 1 year with potential to extend

Job Description

A major offshore renewable energy project is underway, including multiple wind turbine generators, offshore substations, and export cables. Once complete, the project will generate a significant amount of clean energy for regional use.

The Construction Project Manager III will support all aspects of project certification and regulatory compliance. This role ensures adherence to industry standards and regulations, manages technical documentation, and coordinates with internal and external stakeholders to ensure safe, compliant, and timely project execution.

Job Duties

  • Support contract management of third-party verification agents for design, fabrication, transportation, and installation activities.
  • Coordinate certification processes for offshore assets including cables, substations, foundations, and wind turbines.
  • Oversee development, submission, and review of as-built documentation, critical safety systems, equipment commissioning, and fabrication and installation reports.
  • Collaborate with permitting teams to maintain consistency across federal and state permits.
  • Review project schedules to identify permitting critical paths and ensure on-time submissions.
  • Analyze certification audit and inspection reports, identify process improvements, and implement corrective actions.
  • Provide guidance on regulatory requirements and certification standards.
  • Coordinate document reviews and on-site inspections with verification agents for all work packages.

Job Requirements

  • Demonstrated knowledge and experience in project management, preferably in a regulatory or compliance environment.
  • Experience with offshore energy projects and certification processes.
  • Strong knowledge of applicable federal regulations.
  • Proven ability to lead project teams and manage multiple concurrent workstreams.
  • Excellent verbal and written communication skills, including facilitation and presentations.
  • Strong problem-solving and technical skills.
  • Proficient in document control systems and project scheduling tools.
  • Ability to collaborate across multiple levels of management, teams, and external stakeholders.

Preferred Qualifications

  • Bachelor’s degree in Project or Construction Management, Engineering, or related field.
  • 5–7 years of relevant experience.
  • PMP and/or PE certification (preferred).
  • TWIC card (preferred, not required).
  • Experience in energy production or transmission industries.
  • Knowledge of international certification standards and regulatory compliance processes.

Additional Details

• Work Location: In-office preferred (Richmond VA), with potential for limited remote flexibility.

• Sensitive Information: Position will handle private or company-sensitive information.
