The Central Services Division provides shared services for budgeting, accounting, payroll, contracting, federal grants management, information technology management, database development and management, facilities, records management, risk management, employee safety, and office reception.
The Information Services section helps achieve the agency’s mission by building and maintaining a modern, reliable, and readily accessible technology infrastructure. The section provides network administration, system administration, application development, database solutions, data governance, information security, and technical support for the entire agency. The Information Services section also supports the agency’s educational mission by providing tools and capacity for gathering, sharing, and publishing data and information with citizens, partners, and stakeholders. In addition, the Information Services section provides internal services focusing on securing information, infrastructure, and coordinates enterprise technology efforts with Enterprise Information Services.

What You Will Be Doing
You will serve as the agency’s IT Manager, responsible for establishing a modern, transparent, and effective IT service model. This includes defining how work is requested, prioritized, delivered, and reported across the organization. You will partner with executive leadership to ensure technology investments align with agency priorities while maintaining clear expectations, accountability, and visibility into IT work. You will lead 10 IT professionals to elevate the organization's technology capability through excellent customer service, strong technical execution, and forward-thinking solutions. This is an opportunity to bring your expertise, lead key projects, influence technology decisions, and help build a reliable, secure, and innovative technology foundation. This is a working manager role in a small agency environment. The successful candidate must be comfortable operating both strategically and tactically, including direct involvement in operational and project work when needed.

This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least six times per year and in- office during emergency situations. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with or without advance notice, as needed.

What We Are Looking For
- Six (6) years of supervision, management, or progressively related experience.
- OR-
- Three (3) years of related experience and a bachelor's degree in a related field.
- Extensive knowledge of information technology practices and processes, specifically as it relates to application development, data security, IT governance, and infrastructure management
- Experience operating in a small or mid-sized IT environment (not exclusively large enterprise environments).
- Demonstrated ability to personally contribute to operational work while leading a team.
- Experience creating visibility into IT work, including dashboards, workload tracking, or performance reporting.
- Ability to lead with vision, set clear strategic direction, and drive technology initiatives across the organization with demonstrated experience empowering staff and fostering a culture of accountability and growth.
- Exceptional customer service orientation, ensuring responsive, customer-focused support for all users.
