Position Summary

The Chief Financial Officer (CFO) serves as a strategic business partner to the President/CEO and Board of Directors, responsible for the overall financial stewardship of the organization. The CFO leads financial strategy, planning, and performance management to ensure long-term safety, soundness, and growth. This role oversees accounting, financial reporting, asset/liability management (ALM), treasury, capital planning, and regulatory compliance while delivering actionable insights to drive decision-making. The CFO plays a critical role in enterprise risk management, digital finance transformation, and organizational strategy.

Essential Functions

Primary Responsibilities

Provide overall financial leadership and stewardship of the organization.

Establishes, coordinates and maintains an accounting system that properly reflects the financial position of the financial institution, and provides financial consolidation of branches and subsidiaries.

Ensures accurate financial reporting, sound capital and liquidity management, regulatory compliance, and provides clear financial insight to support the bank’s long-term stability and growth.

Serve as a strategic advisor to the CEO and Board

Lead long-term financial planning aligned with business strategy

Core Job Responsibilities

Financial Management & Reporting

Oversee all accounting functions, including general ledger, financial reporting, and month-end/Quarter-end/year-end close

Prepare and present accurate and timely financial statements in accordance with Financial Accounting Standards Board (GAAP)

Ensure timely and accurate regulatory filings (e.g., Quarterly Call Reports)

Maintain internal controls and financial policies to safeguard assets

Responsible for preparation of budgets and forecast reports.

Prepare regulatory reports, all financial reports and consolidations, ALCO reports, various other reports for Board or Director’s review, Annual Report and quarterly financial report to shareholders.

Manages financial institution investment accounting activities.

Manages and monitors general ledger accountancy activity and reconciliations.

Supervises accounts payable process, approves processing of expense checks.

Monitors cost control strategies. Approves and implements cost control strategies on an as-needed basis.

Regulatory Compliance & Risk Management

Ensure compliance with applicable regulations and guidance from regulators such as the Federal Deposit Insurance Corporation, Federal Reserve, and DIFS

Partner with compliance and risk teams to monitor financial risks, including interest rate risk, liquidity risk, and capital adequacy

Support internal and external audits and regulatory examinations

Asset/Liability Management (ALM)

Lead the Bank’s Asset/Liability Committee (ALCO) process

Monitor and manage interest rate risk, liquidity, and balance sheet structure

Develop strategies to optimize net interest margin and earnings performance

Budgeting & Strategic Planning

Lead annual budgeting and long-term financial planning processes

Provide financial modeling, forecasting, and scenario analysis for management and BOD

Support strategic initiatives including growth, branch expansion, and product development

Treasury & Liquidity Management

Oversee cash management, funding strategies, and investment portfolio

Ensure adequate liquidity to meet operational and regulatory requirements

Manage relationships with correspondent banks and funding sources

Board & Executive Reporting

Prepare and present financial reports to the Board of Directors

Provide insights into financial performance, trends, and key risks

Serve as a strategic advisor to executive leadership

Leadership

Lead, develop, and mentor the finance and accounting team, Investment team, and Facilities.

Foster a culture of accountability, accuracy, and continuous improvement

Collaborate cross-functionally with operations, lending, risk, and compliance

Build strong relationships with Board members, regulators, and auditors

Translate financial data into clear, actionable insights for decision-making

Other Functions

Other duties assigned by the President & CEO or Board of Directors.

Make recommendations to management concerning possible methods to improve accounting functions of department.

Working Conditions of the Job

Stationed at desk 75-100% of working time.

Travel to branch locations periodically to assess & inspect building location regarding maintenance/upkeep.

No hazards.

No unusual or physical exertion required.

Job Qualifications

Bachelor’s degree in Accounting, Finance, or a related field required; MBA, CPA, or CFA strongly preferred

10–15+ years of progressive financial leadership experience, with a proven track record in senior/executive roles

Demonstrated experience leading complex, multi-functional teams or business units

Extensive experience within banking or highly regulated financial services (e.g., community banking, commercial banking, or credit unions)

Strong knowledge of GAAP, regulatory reporting, and financial management in regulated environments

Advanced proficiency in Microsoft Office Suite, particularly Excel; experience with financial systems and reporting tools preferred

Proven ability to drive strategic financial initiatives, influence decision-making, and communicate effectively with executive leadership and boards
