Scope: The Sierra Club is seeking a strategic, collaborative, equity-driven Federal Deputy Campaign Director for its Energy Campaigns Unit to help lead federal regulatory and legislative opportunities that support the organization’s goal of transitioning from a fossil fuel-based economy to a clean energy economy rooted in racial, gender, and economic justice. Specifically, the Federal Deputy Director will assist in the development and implementation of campaign strategies, as well as collaborating and partnering with Sierra Club’s federal policy, legal, organizing, digital, and communications teams, to achieve federal rules and regulations and legislation that accelerates this transition. The Deputy will also utilize the Sierra Club’s extensive network of national and chapter staff and volunteers to secure federal policies that support local, state and regional outcomes, such as retiring coal-fired power plants, stopping fossil fuel infrastructure projects, and electrifying our nation’s vehicles or buildings.

Job activities include but are not limited to:

  • Identify and evaluate federal policy opportunities across Sierra Club’s Energy Campaigns Unit (Beyond Coal, Beyond Dirty Fuels, Building Electrification, Fossil Free Finance, and Clean Transportation for All), and set and align priorities that are consistent with the organization’s vision to meet the climate crisis through a transition away from fossil fuels, and that is also rooted in equity, justice, and inclusion.
  • Coordinate the Sierra Club’s digital strategies, communications, environmental law, analyst, federal policy, and organizing teams and utilize the organization’s grassroots power and state-based campaign model to secure the goals of the Sierra Club’s Energy Campaigns Unit.
  • Build powerful federal campaign strategies to transition the economy away from fossil fuels through the adoption of new or updated federal rules and regulations for the power, buildings, transportation and oil and gas sectors, the passage of new federal legislation, and the implementation of recently enacted federal laws, such as the Inflation Reduction Act or Infrastructure Investment and Jobs Act.
  • Provide expert policy advice on federal climate and energy-related rules and regulations, and legislation, in close coordination with the Federal Policy Team; serve as an advocate for the Energy Campaigns Unit federal priorities with the White House, federal agencies, Congress, and before the media.
  • Work collaboratively with external stakeholders and partner organizations to align goals, priorities and opportunities. Perform miscellaneous duties as directed.

The successful candidate must have the following skills and experience:

  • Track record of successful campaign leadership. Demonstrated ability to build, implement, and win strategic campaigns or initiatives, including operating in environments that require building alignment among a range of internal and external constituencies. Can identify a theory of change, leverage resources, set tangible outcomes, maintain priorities, and create a team culture that supports success.
  • Experience with federal administrative and legislative policy making and venues, including with the agencies charged with implementing the climate and energy-related provisions of the Inflation Reduction Act.
  • Understanding of environmental, climate, and social and economic justice issues and how they relate to each other. Demonstrated ability to design and implement strategies that operate at the intersections of the environment and race, gender, and class. Experience cultivating and maintaining just, accountable partnerships, especially with organizations led by those most impacted by the crises we seek to remedy.
  • Leading on Equity. You model effective equity analysis and practice and have a track record of operationalizing equity, and have embedded justice and equity throughout team/department policies, structures, culture, and programs
  • Highly developed communication and writing skills, and the ability to represent the organization in media and in venues with key decision makers (including elected officials at all levels, their senior staffers, movement leaders and tribal partners and C-suite executives).

Strong candidates will bring the following characteristics and/or experience:

  • Experience in the clean power, buildings and transportation sectors, including renewable energy, building electrification, or EVs, as well as an understanding of fossil fuel infrastructure projects.
  • Experience with conceiving of, or advancing, federal rules and laws protective of public health, frontline communities and the climate, as well as a familiarity with environmental litigation.
  • Experience working in a fast-paced environment, across geographies, and with different types of volunteer and staff structures, building buy-in across a complex organization, exercising effective judgment in challenging situations and remaining calm under pressure.

Compensation and Benefits

The salary range for this position is $90,000-$95,000.

This position is represented by a collective bargaining unit and is subject to the terms and conditions of the contract between Sierra Club and Progressive Workers Union.

This is a category 3 exempt, represented position.
