Financial and Administrative Manager

Our team currently includes 43 colleagues from seven countries across the Americas, conducting policy-relevant research on water management, renewable energy and sustainable transitions. As a regional Centre, we have implemented, or are currently implementing, work in 15 countries across North, Central and South America, as well as the Caribbean.

The role

We are seeking an experienced, hands on and strategic Financial and Administrative Manager to lead our operations team in Colombia. This rol is ideal for a proactive leader with strong organizational, analytical and people management skills.

You will be responsible for ensuring the efficient and compliant management of the Center’s financial, accounting, administrative, and human resources functions in accordance with local legislation and internal policies. This role also includes overseeing internal processes and procedures, leading budgeting and business planning, supervising internal and external audits, coordinating external vendors and supporting decision-making through financial and operational analysis.

This position will supervise the finance, administration, and HR team, ensuring high-quality operations and continuous improvement across all areas.

Main Responsibilities

  • Ensure the proper and efficient financial, accounting, administrative, and human resources management of the Center.
  • Ensure compliance with applicable local legislation regarding financial, accounting, administrative, labor, and other regulations applicable to the Center.
  • Ensure efficient coordination between the Center’s financial, administrative, HR and research project management processes.
  • Lead, supervise, and evaluate the Center’s finance, administration, and human resources team.
  • Leading the annual business planning and budgeting process, including monitoring execution and performance.
  • Supervising payroll, payments, procurement processes, petty cash, and administrative procedures.
  • Coordinating internal and external audits, quality certifications, and environmental management processes.
  • Reviewing and validating periodic reports for Headquarters and other counterparts.
  • Leading and mentoring the finance, administration, and HR team through regular follow-up and coordination meetings.
  • Approve timesheets, administrative procedures, and other processes related to the personnel under their supervision.
  • Approve various administrative procedures related to the supervised team, such as purchase orders, among others.

Who you are

We are looking for someone who combines financial and administrative management expertise with strong leadership, communications and people skills, and who is committed to operational excellence, collaborative work, service and a hands-on approach with the team.

Qualifications And Experience

  • Graduate degree in fields such as finance, accounting, administration or related disciplines.
  • At least 12 years of experience in financial and administrative roles, with several of those years in NGOs, Embassies, international and development organizations, research-based organizations, or similar.
  • Demonstrated experience and skills in leading teams.
  • Skills and experience in financial planning and reporting, budgeting and forecasting, contract management and administrative compliance, internal control and risk management.
  • Advanced English (minimum B2 level).
