Job Title: Telecoms Operations & Delivery Manager

Location: Glasgow OR Prenton

Salary from £69,200 to £86,500 + up to 20% Bonus + Car Allowance + Family Medical Cover

The Telecoms Operations and Delivery Manager has overall accountability for the SPEN Telecoms Network Operations and capital programme delivery, covering strategy, capital delivery, and operational performance. The role provides senior leadership across the Telecoms function, including line management of Telecoms sub team leads, ownership of contractor performance, and accountability for regulatory, financial, and service outcomes.

The post holder represents the Telecoms function at a senior level within SPEN and externally, ensuring delivery aligns with regulatory outputs, business priorities, and network resilience requirements.

What You’ll Be Doing

  • Responsible for SGO-Telecoms function and all sub-teams
  • Line Management of Telecoms Lead Engineers
  • Reviews and sets Telecoms Strategy for the team include sign off of Regulatory Submissions
  • Reports on SLA, CAPEX, OPEX delivery to Head of SGO
  • Higher point of escalation for the SPEN business
  • Responsible for all Telecoms contractors
  • Represents Telecoms at a Senior Level within the business and at a global level
  • Reviews and sets Telecoms CAPEX Budget in line with Regulatory Outputs
  • Reviews and sets Telecoms OPEX Budget in line with Regulatory Outputs


What You’ll Bring

  • Proven experience leading large scale Telecom operational and delivery functions and programmes.
  • Strong background in telecoms networks, utilities, or operational technology environments
  • Demonstrated capability in budget management (CAPEX / OPEX)
  • Experience managing outsourced delivery partners and contractors
  • Strong stakeholder management skills at senior and executive level
  • Ability to operate effectively within regulated environments
