The Connections Intelligence Lead will play a key role in shaping SPEN’s RIIO-ED3 Business Plan, for the next price control period (2028-2033). This position sits within the RIIO-ED3 price control team and reports directly to the RIIO-ED3 Head of Customers and Connections. The role focuses on delivering strategies that respond to major policy changes, including Connections Reform, whilst ensuring customer priorities and regulatory requirements are met.
The Customers and Connections workstream is responsible for leading on the development of the Customer Services and Connections strategies for the RIIO-ED3 Business Plan. This role will be specifically focused on undertaking customer and stakeholder analysis to support the design and development of the Connections Strategy, and its impact on our network load related investment strategies, for inclusion in the RIIO-ED3 Business Plan. Your insights will help identify key drivers for delivery throughout RIIO-ED3.
Collaboration is essential. You will work across SP Distribution and SP Manweb licence areas, building strong relationships with our connecting customers, our connections teams, network planners, and colleagues in SP ENW. By understanding customer journeys and interpreting complex data, you will ensure our strategies reflect customer needs and support successful delivery of this critical price control.
What You’ll Be Doing
Develop a strong understanding of SPEN’s licence obligations and regulatory incentives related to customer connections. Ensure these requirements are reflected in the RIIO-ED3 Connections Strategy and Network Load Plans by understanding how they translate into processes across the full customer journey—from initial engagement to delivery.
Build constructive relationships with our connecting customers, our connections teams and network planning teams across SPD and SPM. This includes working on projects ranging from small low-carbon technology connections to large-scale 132kV connections.
Contribute to drafting the Connections Strategy for the RIIO-ED3 Business Plan, including assessing and developing connections-related incentives and outputs.
Support the RIIO-ED3 Head of Customers and Connections in designing and developing the Connections Strategy.
Representing SPEN at Ofgem and ENA RIIO-ED3 Working Group meetings, working closely with our DNO counterparts as well as ENA and Ofgem colleagues.

What You’ll Bring
- Commercial, regulatory, legal, engineering or accountancy related degree or extensive networks related experience desirable.
- Proven interpersonal and communication skills
- Strong numeracy and analysis skills with good attention to detail.
- Ability to research issue complex and present succinct results.
- Ability to communicate complex commercial concepts to both commercial and non-commercial audiences, verbally and in writing.
- Ability to devise solutions to complex problems/challenges and applying innovative thinking where necessary.
- Ability to consult others within the business, resolve differences and present a common agreed perspective.
- Experience ideally gained through commercial and analytical roles
