The Sphere Energy Connect Ltd Compliance and Contract Lead is responsible for ensuring Sphere’s regulatory reporting requirements are met as a distribution network operator licensee. Responsible for the enduring regulatory reporting for our regulator, OFGEM and for the Industry Code Bodies such as Elexon and RECCO, the role is responsible for leading on the performance management of our Independent Connection Provider (ICP) partnerships for the ongoing operation and maintenance of our live network, including programme of works and our emergency services, ensuring strong contract management disciplines are adhered to. They will co-ordinate the land right process between internal stakeholders and third party ICP’s and Distribution Network Companies (DNO’s) and the completion of assets transfer between the Asset Management & Operations team and the Regulation & Compliance team.
The role holder is also responsible for the ongoing relationship management of our IT and CRM platform partnerships, ensuring the SLA’s set out in the contracts are fully adhered to and delivered with any non-compliance being addressed timeously.
The Compliance and Contract Lead is accountable for ensuring Sphere’s compliance with its Business Quality Management System, Environmental Management System and Safety Management System, supporting governance, assurance and continuous improvement activities across these frameworks.

What You’ll Be Doing
- Lead engagement with industry bodies and the regulator to ensure the IDNO business is represented in policy and regulatory discussions.
- Ensure Sphere complies with all industry codes under the distribution licence (BSC, REC, DCUSA, SEC, DCode) and communicate key requirements to the wider team.
- Manage engagement and contracts with third‑party ICPs, ensuring delivery against service schedules and SLAs, supported by effective governance and performance monitoring.
- Verify that all third‑party providers carrying out repair and maintenance on Sphere’s network hold the necessary accreditations and approvals.
- Lead contract management with SaaS providers for IT and CRM platforms, ensuring SLA compliance and maintaining appropriate governance structures.
- Conduct regulatory and compliance impact assessments and present clear outcomes and recommendations to the management team.
- Facilitate cross‑department collaboration, acting as the link between Regulation & Compliance and other teams on regulatory matters.
- Prepare and maintain the Compliance Statement and Register in line with each industry code’s requirements.
- Oversee adherence to Ofgem’s Guaranteed Standards of Performance, implementing reporting and governance to address failures in partnership with Asset Management & Operations.
- Promote safe working practices among ICPs and ensure contractors understand and meet Sphere’s HSE expectations.
- Develop and maintain an efficient handover process between Asset Maintenance & Operations and the Regulation & Compliance team for newly energised assets.
- Support processes relating to supply interruptions, quality issues, repairs, maintenance, and inspections.
- Coordinate with third‑party providers during supply interruptions and safety incidents.
- Oversee quality, environmental, and safety governance, including audits, reviews, and management reporting.
- Technically astute, with a preference for a Qualified BSc/Diploma in Regulation, Business Management, Contract Management or other relevant qualification (e.g. MBA).
- Relevant experience in a regulated utility or consultancy, preferably with experience of regulatory requirements and leading conversations with government, public or consumer bodies.
- Relevant experience in contract management, preferably within a regulated activity.
- Knowledge of the regulatory requirements of electricity distribution network operator licensees and associated regulations at application level.
- Excellent communication and interpersonal skills.
- Ability to prioritise and manage a diverse and demanding workload whilst under pressure.
- Capability to manage and influence challenging discussions / situations with internal and external relationships.
