Position Summary
READ seeks a passionate, highly skilled Legal & Policy Advisor to lead our policy analysis, advocacy engagement, legal compliance, and strategic governance advisory. The advisor will play a key role in shaping our policy positions, ensuring regulatory compliance, strengthening institutional governance, and advancing evidence-based advocacy that influences climate, environmental, and rural development policies at district, national, and regional levels.
This is a full-time on-site position located in Abim, for the role of Legal Policy Advisor.
Key Responsibilities
1 Legal Advisory and Compliance
- Provide legal guidance to READ on governance, contracts, partnerships, and regulatory compliance.
- Ensure alignment with national laws governing NGOs/CBOs, environment, land use, agriculture, energy, and community rights.
- Draft, review, and interpret MoUs, agreements, policy documents, and organizational by-laws.
- Support risk assessment, institutional policy development, and internal legal safeguarding.
2 Policy Analysis and Advocacy
- Lead policy research and analysis on climate change, agroecology, environment, disaster risk reduction, and community resilience.
- Develop policy briefs, advocacy statements, and position papers aligned with READ’s mandate.
- Track emerging bills, regulations, and government directives affecting rural communities and ecosystems.
- Coordinate policy dialogues with government institutions, CSOs, private sector, and multilateral partners.
3 Governance and Institutional Strengthening
- Strengthen READ’s governance frameworks and internal policies to align with national and international standards.
- Train staff and community partners on policy frameworks, rights-based approaches, and advocacy strategies.
- Advise on compliance with donor requirements and due-diligence processes.
4 Stakeholder Engagement and Representation
- Represent READ in policy forums, coalitions, government consultations, and technical working groups.
- Build strategic partnerships with ministries (MWE, MAAIF, NEMA, OPM), local governments, think tanks, legal networks, and development partners.
Required Qualification and Experience
- Bachelor’s degree in Law (LLB); Post-Graduate Diploma in Legal Practice required.
- Advocate of the High Court of Uganda (added advantage).
- Minimum 3–5 years experience in legal advisory, policy analysis, environmental governance, or development-related legal work.
- Strong knowledge of policies related to climate change, land, natural resource management, agriculture, energy, DRR, community rights, and public administration.
- Proven experience drafting legal documents, policy briefs, MoUs, and institutional frameworks.
- Experience working with NGOs, government institutions, or policy advocacy networks is highly desirable.
