Razom We Stand is an international campaigning and advocacy organisation operating across Ukraine, Europe, and key global policy arenas. The Ukraine–EU Program is a flagship initiative within Razom We Stand, serving as a platform to connect national reform efforts with international policy, finance, and advocacy ecosystems.
We are seeking a senior, globally minded Head of Ukraine–EU Program to lead this work at a decisive moment for Ukraine and the international energy transition. This role is designed for a leader who can operate comfortably across borders, institutions, and sectors—aligning governments, international organisations, donors, and civil society around a shared vision for Ukraine’s energy future.
Role OverviewAs Head of Ukraine–EU Program, you will set the strategic direction and oversee the delivery of a complex, high-impact programme focused on:
- Energy security and geopolitical resilience
- Clean energy transition and infrastructure modernisation
- International energy finance and reconstruction mechanisms
- Ukraine’s integration into regional and global energy and climate systems
You will engage not only with EU institutions, but also with global partners, including international organisations, multilateral development banks, donor governments, and global advocacy coalitions. This is a senior leadership role combining strategy, diplomacy, advocacy, and execution.
Key ResponsibilitiesStrategic Leadership- Define and drive the overall strategy of the Ukraine–EU Program within a global geopolitical context.
- Translate political, security, and market developments into clear programmatic and advocacy priorities.
- Ensure coherence between domestic reform agendas and international policy and financing frameworks.
- Lead initiatives supporting Ukraine’s energy transition in line with international best practice.
- Oversee workstreams on energy security, renewable energy, energy efficiency, infrastructure reform, and energy finance.
- Provide high-level analysis and strategic guidance on global energy and climate policy trends.
- Secure funding from international donors, foundations, governments, and multilateral institutions.
- Build and maintain long-term relationships with strategic partners across regions.
- Lead the development of competitive funding proposals and multi-year resource strategies.
- Oversee the full programme lifecycle, including strategic planning, budgeting, implementation, and impact measurement.
- Manage complex, multi-country projects and cross-functional teams.
- Lead Monitoring, Evaluation, and Learning (MEL) processes to ensure accountability and adaptive management.
- Lead, mentor, and develop a diverse, international team.
- Foster a culture of excellence, collaboration, and shared accountability.
- Support professional growth and high performance across the programme.
- Represent Razom We Stand in high-level international forums and policy dialogues.
- Design and lead public advocacy campaigns influencing energy and climate policy.
- Act as a senior spokesperson for the Ukraine–EU Program with policymakers, media, donors, and partners.
- Build coalitions with international NGOs, think tanks, and private sector actors.
- Advanced degree in energy policy, international relations, economics, climate policy, or a related field.
- 7–10+ years of senior experience in international energy, climate policy, development, or geopolitics.
- Strong understanding of EU and global energy systems, climate governance, and energy security dynamics.
- Proven experience working with international donors, governments, or multilateral institutions.
- Demonstrated success in fundraising and managing donor-funded programmes.
- Track record of leading teams and complex international initiatives.
- Fluency in Ukrainian and full professional proficiency in English.
- Strategic, politically astute, and comfortable operating in complex environments.
- Credible at senior levels across governments and international institutions.
- Excellent communicator and negotiator across cultures.
- Results-oriented, adaptable, and resilient.
