Job Summary
The Project Development professional will be responsible for identifying and securing suitable land parcels for renewable energy projects, obtaining grid connectivity approvals, and coordinating with various government authorities and stakeholders for all land-related Liasoning activities. The role requires strong coordination with internal teams, consultants, landowners, and regulatory bodies to ensure timely project development.
Key Responsibilities
1. Land Identification & Acquisition
- Identify suitable land parcels for Solar, Wind, Hybrid, and BESS projects based on technical and commercial feasibility.
- Conduct preliminary due diligence on land ownership, title, classification, and accessibility.
- Coordinate with landowners, aggregators, brokers, and consultants for land acquisition or lease agreements.
- Ensure all land documents are complete and legally compliant.
- Track land acquisition progress and maintain a comprehensive land database.
2. Land Due Diligence
- Verify ownership records, mutation records, revenue maps, and survey documents.
- Coordinate legal verification of land titles and identify potential risks.
- Ensure land is free from disputes, encumbrances, and litigation.
- Prepare land status reports for management review.
3. Grid Connectivity
- Identify the nearest substations and evaluate evacuation feasibility.
- Coordinate with State Transmission Utilities (STU), DISCOMs, and Central Transmission Utility (CTU), wherever applicable, for grid connectivity applications.
- Prepare and submit connectivity applications along with required documentation.
- Follow up with utilities until approvals are obtained.
- Track bay allocation, transmission line approvals, and connectivity timelines.
4. Government Liaisoning
- Liaise with Revenue Department, Collector Office, Tehsildar, Gram Panchayat, Forest Department, and other statutory authorities.
- Obtain necessary land-related approvals, NOCs, permissions, and clearances.
- Coordinate with local administration to resolve land-related issues.
- Support statutory approvals required during project development.
5. Stakeholder Management
- Build and maintain strong relationships with landowners, government officials, consultants, and local stakeholders.
- Resolve land disputes and facilitate smooth negotiations.
- Represent the company during meetings with government departments and external stakeholders.
6. Documentation & Reporting
- Maintain complete documentation of land records, approvals, agreements, and correspondence.
- Prepare periodic MIS reports on land acquisition, connectivity status, and Liasoning activities.
- Present project development updates to management with identified risks and mitigation plans.
7. Cross-Functional Coordination
- Coordinate with Engineering, Legal, Finance, Survey, Procurement, and Project Execution teams.
- Ensure timely handover of developed land and statutory approvals to the execution team.
- Support bid and business development teams by providing land and connectivity assessments for new opportunities.
Required Qualifications
- Bachelor's Degree in Civil Engineering, Electrical Engineering, Renewable Energy, Geography, Planning, or a related discipline.
- MBA (Infrastructure/Project Management) will be an added advantage.
Experience
- General Manager: 8-12 years.
- Experience in Solar, Wind, Hybrid, Transmission, or Infrastructure projects is preferred.
Required Skills
- Strong understanding of land acquisition processes and revenue records.
- Knowledge of state land laws and renewable energy policies.
- Familiarity with grid connectivity procedures involving STU, CTU, and DISCOMs.
- Excellent negotiation and stakeholder management skills.
- Experience in government liaisoning and statutory approvals.
- Strong analytical and documentation skills.
- Good communication and interpersonal skills.
- Proficiency in Microsoft Excel, PowerPoint, and project tracking tools.
- Willingness to travel extensively across project locations.
