About the Role
Primergy is seeking a Manager, Regulatory Compliance to join our Asset Management team reporting to our Senior Manager, Asset Management. The Manager, Regulatory Compliance, is responsible for ensuring the company’s utility-scale solar and BESS projects operate in full compliance with federal, state, and regional regulatory requirements across multiple wholesale power markets. This role monitors evolving regulations from agencies such as FERC, NERC, ISO/RTOs, federal agencies (DOI, DOE, state commissions and other regulatory entities), translating requirements into actionable policies and procedures. The Manager, Regulatory Compliance will lead and self-perform compliance reporting, support market participation activities, and coordinate with internal teams to ensure adherence to compliance obligations, interconnection requirements, and market protocols. In addition, the role involves developing and administering compliance frameworks, supporting audits, and mitigating regulatory risks across the project lifecycle—from development through operations. The Manager, Regulatory Compliance, will collaborate cross-functionally with legal, commercial, operations, and asset management teams, while serving as a key point of contact for regulatory bodies and market operators. The manager will bring in-house and self-perform a number of the compliance obligations of the assets. Strong analytical skills and a proactive approach are essential to anticipate regulatory changes and ensure the company maintains full compliance.
Responsibilities
- Monitor and interpret regulatory requirements from FERC, NERC, ISO/RTOs, and state regulatory agencies across multiple wholesale power markets
- Ensure compliance with protocols for solar and BESS assets
- Lead tracking, preparation, and submission of regulatory filings, reports, and certifications in a timely and accurate manner
- Develop, implement, and maintain internal compliance policies, procedures, and controls
- Conduct periodic compliance risk assessments across the project lifecycle
- Partner with asset management, operations, legal, and commercial teams to ensure alignment with regulatory obligations
- Serve as primary point of contact for regulatory agencies, market operators, and external auditors
- Track and communicate regulatory changes, assessing impacts to existing and future projects
- Support market participation activities, including registration, testing, and ongoing compliance requirements
- Primary point of contact and responsible for management of 3rd party compliance contractors with the focus on self-performing and minimizing 3rd party performance of compliance tasks
- Provide training and guidance to internal stakeholders on compliance standards and best practices
- Maintain documentation and records to support audits, inspections, and internal reviews
- Identify and mitigate compliance risks, recommending corrective actions as needed
Qualifications
- Bachelor’s degree in Public Policy, Business, or Engineering or equivalent combination of education and experience
- Minimum 5 years of experience working in energy regulatory compliance.
- Experience performing portfolio and asset level regulatory risk analysis.
- Experience with utility-scale renewable energy projects, particularly solar and BESS
- Deep experience in wholesale power markets (ISO/RTOs such as CAISO, ERCOT, PJM, MISO, NYISO) and applicable market rules.
- Familiarity with FERC regulations, NERC standards, and state-level regulatory frameworks.
- Experience working in a collaborative, results-oriented environment.
