The Port of San Diego is at the forefront of decarbonizing operations and improving sustainability. This job posting is for a Climate and Sustainability Analyst I position within the Climate and Sustainability Department. The Climate and Sustainability Analyst I supports plans and programs such as the Port’s Climate Action Plan and Maritime Clean Air Strategy. This hands-on role involves accounting for annual greenhouse gas and air pollutant emissions, executing energy and resource conservation initiatives, analyzing performance data, and providing information and assistance to internal departments, Port tenants, and the public regarding assigned programs, projects, and services.

Responsibilities include but are not limited to: Collecting and analyzing utility and fuel consumption data, waste management metrics, water use, and key performance indicators to track progress towards established goals; preparing reports on annual performance and achievements; assisting in conducting energy, fuel, water, and waste audits to determine opportunities for energy efficiency and resource reduction; supporting implementation of energy, fuel, and/or water conservation measures, procurement of renewable energy, and diverting waste from local landfills; assisting with local, state, and federal energy and environmental regulations; working closely with internal departments and stakeholders to ensure sustainability projects, policies, and initiatives are integrated into operations and culture; collaborating with Port tenants, the Green Business Network, and the public to promote sustainability best practices; and staying informed on industry best practices and emerging technologies, and providing recommendations for potential adoption.

DEFINITION

Under immediate (Climate and Sustainability Analyst I) to general (Climate and Sustainability Analyst II) supervision, performs routine to moderately complex environmental field investigation and environmental compliance enforcement; participates in the development and implementation of environmental programs assigned; conducts environmental research and analysis; provides written reports and presentations related to environmental programs assigned; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate (Climate and Sustainability Analyst I) to general (Climate and Sustainability Analyst II) supervision. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Climate and Sustainability Analyst I: This is the entry-level classification in the Climate and Sustainability Analyst series. Initially under close supervision, incumbents learn and perform routine environmental survey assignments in the application of environmental codes, regulations, and laws. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Climate and Sustainability Analyst II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Climate and Sustainability Analyst II: This is the fully qualified journey-level classification in the Climate and Sustainability Analyst series. Positions at this level are distinguished from the Climate and Sustainability Analyst I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Positions in the Climate and Sustainability Analyst class series are flexibly staffed; positions at the Climate and Sustainability Analyst II level are normally filled by advancement from the Climate and Sustainability Analyst I level; progression to the Climate and Sustainability Analyst II level is dependent on ( i ) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Climate and Sustainability Analyst II level.

Essential Duties And Responsibilities

Positions at the Climate and Sustainability Analyst I level may perform some of these duties and responsibilities in a learning capacity.

  • Performs environmental field investigative and compliance work, conducts site assessments, field investigations, field sampling, and other environmental survey clean-up/mitigation activities.
  • Conducts tenant environmental compliance investigations; collects, gathers data, analyzes, summarizes findings in a report, and communicates findings of environmental compliance or concerns.
  • Participates in the coordination of public environmental committees; monitors and tracks endangered species list; conducts natural resource assessments and monitors natural resources.
  • Coordinates the delivery of information and provides technical assistance to other departments, tenants, agencies, and organizations; responds to routine to moderately complex environmental inquiries from representatives of different Port divisions and/or departments and tenants.
  • Educates and informs Port staff, contractors, and tenants about regulations, rules, policies, processes, and procedures related to areas of responsibility; responds to requests for information regarding specific environmental activities; cooperates with and provides information to responsible enforcement agencies and other governmental agencies; represents the department in meetings with internal and outside agencies regarding program issues.
  • Develops, writes, and maintains environmental reports, documents, correspondence, and records related to environmental compliance investigations; develops technical reports and correspondence for various departments at the Port of San Diego, Port tenants, and state and federal regulatory agencies.
  • Participates in developing and administering consultant and contractor contracts and budgets related to assigned areas of specialty; participates in coordinating and overseeing work of consultants to ensure contract terms are met; participates in monitoring work programs and schedules to ensure timely project completion; participates in reviewing invoices and identifying discrepancies.
  • Provides technical assistance to interns or temporary staff, as needed.
  • Performs assigned disaster service worker responsibilities, as directed.
  • Observes and complies with all Port and mandated safety rules, regulations, and protocols.
  • Performs related duties as assigned.

  • Principles and best practices of business, interpersonal, public information communication techniques, and interview methods.
  • Plans, specifications, and contracts for environmental conservation programs, investigations, and compliance enforcements .
  • Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.
  • Principles of research methods and data analysis and interpretation .

Ability To

  • Effectively represent the department and the Port in meetings with governmental agencies, community groups, various business, professional, and regulatory organizations, and in meetings with individuals.

  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

    Education And Experience

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Education

    • Climate and Sustainability Analyst I/II : Equivalent to a bachelor’s degree from an accredited college or university with major coursework in environmental, biological, physical, chemical, or earth science, or a related field .

    Experience

    • Climate and Sustainability Analyst I : No experience required.
    • Climate and Sustainability Analyst II : Three (3) years of increasingly responsible experience involving analysis, planning, and/or implementation of professional environmental-related program assignments.

    Placement On Eligible List

    PHYSICAL DEMANDS

    When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, with exposure to hazardous materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 40 pounds, or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.

    ENVIRONMENTAL CONDITIONS

    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
