Policy, Advocacy & Strategic Partnerships Officer - Climate and emerging themes

Role Purpose

The Policy, Advocacy & Strategic Partnerships Officer for Climate and Emerging Themes supports the Policy, Advocacy, Strategic Partnerships Lead - Education, Economic Empowerment and Justice in coordinating and advancing Plan International's climate partnership agenda at the global level. This role contributes to Plan International's ambition to become a recognised and influential voice on climate justice and sustainable livelihoods for girls, supporting the development of compelling partnership proposals, evidence-based advocacy materials, and a well-managed partnership pipeline that unlocks investment in girls-centred climate programming.

Dimensions of the Role

This role sits within the Global Affairs Policy, Advocacy & Strategic Partnerships team and provides operational, analytical, and coordination support to the Policy, Advocacy, Strategic Partnerships Lead - Education, Economic Empowerment and Justice in advancing Plan International's climate and sustainable livelihoods partnership agenda and provides surge support on key priority areas across GA team as required. The post-holder does not manage any staff but plays an important enabling role across the climate and sustainable livelihoods partnership portfolio, supporting equitable partnership development, inclusive advocacy and shared learning across the organisation.

The Officer will work at the interface of climate intelligence, advocacy, and partnership coordination, and will collaborate with the Intelligence & Foresight Analyst and Impact, Programme Impact and Innovations Climate Thematic Lead to ensure Plan International's climate advocacy is evidence-based, drawing on diverse knowledge sources, including country level learning evidence and context specific learning, timely, and aligned with the organisation's strategic priorities.

Accountabilities

• Support the Policy, Advocacy & Strategic Partnerships Lead with research and outreach to prospective bilateral and multilateral partners, applying a climate and sustainable livelihoods lens to identify funding and advocacy opportunities, working in close coordination with and in support of GAM holders, National Organisations, Country Offices, and Regional Hubs and with attention to equity, power and access in climate finance.
• Contribute to the development of compelling value propositions, partnership proposals, business cases, briefing papers, and talking points that make the evidence-based case for climate-linked investment in girls in Plan International's programmes and reflect girls’ agency, leadership and resilience.
• Consolidate and maintain an up-to-date repository of climate-relevant intelligence, evidence, and foresight inputs, to strengthen advocacy materials and partnership proposals.
• Track, administer, and maintain accurate records of the climate and sustainable livelihoods partnership pipeline including status of partners, next steps, and key timelines.
• Monitor and analyse external trends in climate policy, development finance, and funding landscapes relevant to Plan International's climate agenda, providing timely updates to the Lead. Provide surge support to the Policy & Strategic Partnerships Lead on project-based work, cross-thematic collaborations, and high-priority advocacy moments as needed.
• Support the preparation of presentations, talking points, and materials that reflect climate justice principles, gender-transformative approaches and inclusive livelihoods perspectives for external meetings, convenings, and conferences relevant to climate and sustainable livelihoods.
• Provides surge support across Global Affairs priorities/initiatives, thematics, advocacy, strategic partnerships and trends analysis as directed
• Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge required

Essential

• Knowledge of climate change, sustainable livelihoods, and development finance as thematic and advocacy areas, including understanding of key global frameworks (Paris Agreement, UNFCCC, SDGs).
• Strong written communication skills including the ability to draft compelling briefings, talking points, and proposal contributions for diverse audiences.
• Ability to synthesise complex climate, development, and funding data into clear, actionable intelligence and advocacy materials.
• Strong research and analytical skills, with experience conducting policy or landscape analysis.
• Coordination and administrative skills including the ability to manage partnership pipeline data, track workstreams, and maintain accurate records.
• Strong relationship-building skills and the ability to work collaboratively across teams and with external stakeholders.
• Relationship management and partnership building with key stakeholders
• Strong analytical and writing skills

Desirable

• Experience in an INGO, multilateral, or research institution working on climate justice, climate finance, or related themes.
• Understanding of girls' rights and gender dimensions of climate change and sustainable livelihoods.
• Familiarity with Plan International's programmes and positioning in the climate and livelihoods space.
• Experience supporting partnership development or proposal writing processes.

Location: The location of this role can be flexible where Plan International has an office* that can employ on behalf of the Global Hub and you have the pre-existing right to work and live.

Type of Role: Permanent or maximum fixed term contract as per employing office’s standard terms and conditions.
