About the role


The Senior Officer for Think Tank and Project Development (TTPD) will cover all aspects of the implementation of PEF. The Senior Officer (SO) is responsible for overseeing and facilitating the implementation of PEF, continuous communication with stakeholders (including private sector and federal agencies), finding innovative solutions and drafting policy documents to support the implementation of PEF. The SO needs to possess technical knowledge on not only the energy sector but also the overall GHG reduction potential of Penang State in the context of climate change. The SO will be working alongside and guided by Penang Green Council's Strategic Advisor.


Key responsibilities


  • Create action plans for effective implementation of the different elements and phases of PEF
  • Oversee the establishment and maintenance of a reporting platform especially for Building Energy Index (BEI)
  • Lead the discussion on and contribute to the establishment of monitoring and enforcement tools for PEF
  • Responsible for energy-related data collection and analysis for the State of Penang
  • Monitor overall implementation progress and find solutions for implementation challenges
  • Lead on and conduct communication, education and public awareness (CEPA) on PEF with relevant stakeholders
  • Conduct energy-related research and publication with the aim of improving and expanding the scope of PEF
  • Coordination and mobilisation of stakeholders including local governments, government agencies, private sector, professional bodies, NGOs etc.
  • Build good rapport and working relationships with core Taskforce members to ensure smooth implementation of PEF
  • Produce high-quality written content for the purpose of communication and policy advocacy
