Primary Duties And Responsibilities
The UK PACT (Partnering for Accelerated Climate Transitions) programme aims to provide technical assistance and capacity-building support to partner countries to reduce greenhouse gas emissions and achieve climate goals while supporting poverty alleviation. Within the Just Rural Transition sector, UK PACT Colombia aims to support a fair and inclusive transformation of the agricultural and bioeconomy sectors towards a sustainable and resilient system of practices. This transition seeks to deliver greater prosperity for rural communities while reducing and reversing current levels of deforestation, land degradation, and greenhouse gas emissions associated with these sectors.
UK PACT Colombia is seeking a qualified Productive Supply Chain Expert to support the Government of Putumayo to enhance development of the bioeconomy by identifying and supporting priority value chains in order to develop policy and planning guidelines for agricultural and sustainable development in the area. The Productive Supply Chain Expert would be contracted for a short-term to develop a comprehensive assessment of existing fruit production chains at the departmental level to include conducting an analysis of production, processing, marketing, stakeholders, strengths, weaknesses, and opportunities; supporting identification of strategic lines and a vision for a sustainable agricultural development in the department of Putumayo, projected for the next 20 years.
This short-term assignment will be based in Colombia with the ability to travel to Putumayo, for specific services to be delivered by a fixed term likely from late January/early February – 31 March 2026 (pending contracting and availability).

The expert will work closely with the Government of Putumayo to:
- Develop a rapid, robust, replicable methodology for characterising the productive chains of Amazonian and promising forest fruits in Putumayo Identify and prioritize Amazonian production chains to enhance bioeconomy policy planning Develop a rapid assessment methodology to characterize the productive chains of Amazonian and promising forest fruits, including criteria for climate change mitigation and inclusive economic growth.
- Analyse secondary data and primary information from the Putumayo department. The Expert should review prior studies, methodologies, and results derived from previous UK support and, where possible, incorporate the lessons learned into the outputs.
- Analyse the market for Amazonian and promising forest fruits, identifying niches at the local, national and international levels, market needs, market composition and products with the highest demand and prices. The data could be collected from secondary sources such as available reports and government or public datasets, as well as from primary information obtained through interviews and engagement with relevant stakeholders, including, but not limited to, local and national producers from the prioritised value chains, chambers of commerce, anchor companies, and public officials.
- Develop a final document of a comprehensive diagnosis of Amazonian fruit production chains, along with a vision and strategic guidelines for agricultural development in the department of Putumayo, projected for the next 20 years.
- Prepare and socialise to the FCDO, Palladium Teams and relevant stakeholders in Colombia and LATAM, the key activities undertaken, lessons learned and general recommendations for other local governments and countries based on the work.
- Senior-level professional experience on agriculture, forestry, agronomy, environmental science or related disciplines.
- Specific experience in strategic diagnosis, bioeconomy, market analysis, high-impact and sustainable action plans, innovation and new product development, and forest information management.
- Desirable experience in advertising, marketing, or related disciplines for market analysis.
- A degree in forestry, agronomy, business administration, marketing, industrial engineering, environmental sciences or related disciplines. A postgraduate degree in areas related to sustainability, value chains, marketing management, environmental management, MBA or related would be desirable.
- A strong understanding of Colombia’s public institutions related with forest sector is essential. Experience in the Amazon region is a plus.
- Exceptional analytical and quantitative skills; capacity for synthesis, presentation and communication; and strategic thinking skills.
- Experience on field work and working with local stakeholders from public and private sector.
- Excellent communication, reporting, and diplomacy skills; fluency in Spanish. An intermediate level of English is required for reporting purposes.
