Details

The Climate Change Specialist will serve as a key expert within the Environment Department under the Sectoral Transformation Units of the National Economic Transformation and 5Es Project. The role focuses on assessing climate impacts, designing mitigation and adaptation strategies, and integrating climate resilience into national and sectoral planning. The incumbent will work with diverse stakeholders—government agencies, international partners, research institutions, private sector organizations, and communities—to promote sustainable development, strengthen climate resilience, and support Pakistan’s commitments under global climate frameworks.

Responsibilities

  • Conduct comprehensive assessments of climate change impacts across sectors such as water, agriculture, energy, and urban development.
  • Analyze climate data, trends, projections, and vulnerabilities to inform policy and strategic planning.
  • Assist in formulation of climate policies and action plans aligned with national priorities and international commitments (e.g., Paris Agreement).
  • Develop frameworks for integrating climate resilience into sectoral policies, programs, and development initiatives.
  • Design and implement climate mitigation and adaptation projects with a focus on vulnerable communities.
  • Monitor and evaluate climate initiatives and recommend improvements for effectiveness and scalability.
  • Facilitate collaboration between government institutions, NGOs, civil society, research bodies, and private sector stakeholders.
  • Conduct workshops, dialogues, and forums to foster knowledge exchange and collective climate action.
  • Develop and deliver capacity-building and training programs for stakeholders on climate change issues.
  • Promote sustainable practices and empower communities to adopt climate-resilient solutions.
  • Stay updated on latest scientific research, climate tools, technologies, and global best practices.
  • Prepare reports, analyses, policy briefs, and presentations for senior management and development partners.
  • Lead public awareness and advocacy campaigns on climate change and promote citizen participation.
  • Engage with international organizations and funding partners to mobilize resources and technical expertise.
  • Contribute to national climate reporting requirements, including GHG inventories, vulnerability assessments, and adaptation reporting.

Requirements

Option 1 – PhD Route

  • PhD in Environmental Science, Climate Science, or a related discipline from an HEC-recognized national/international university.
  • Minimum 3 years professional experience in food security, sustainable agriculture, climate-resilient practices, or relevant program development/implementation.

Option 2 – Masters Route

  • Master’s in Environmental Science, Climate Science, Hydrology, Water Resource Management, Environmental Engineering, Civil Engineering, or related fields.
  • Minimum 7 years professional experience in water security, environmental science, hydrology, water resource management, or related sectors.

Core Competencies

  • Strong knowledge of climate science, national/international climate policies, and global frameworks.
  • Deep understanding of mitigation and adaptation strategies.
  • Knowledge of government strategic planning, policy formulation, and approval processes.
  • Excellent analytical, communication, and organizational skills.
  • Ability to explain complex climate issues to diverse technical and non-technical audiences.
