General Purpose

Manage company reporting obligations related to greenhouse (GHG) emissions, fuel mix, carbon market allowances and offsets, renewable energy credits (RECs), and renewable portfolio standards (RPS). Maintain compliance and increase efficiency by validating reports and datasets. Develop, manage, and enhance reporting processes, internal controls, and coordination within the Carbon Policy and Reporting team and across departments to ensure consistent, timely, and accurate reporting across disciplines. Identify opportunities to improve data consistency, streamline reporting workflows, and better align GHG and renewable resource reporting, contributing to the company's broader environmental and regulatory strategy.

Responsibilities
  • Manage and implement GHG emissions, fuel mix, and REC reporting requirements in accordance with state statutes, rules, and regulatory guidance documents.
  • Review and validate work of carbon reporting analysts and specialists.
  • Design, maintain, and continuously improve internal processes, controls, and workflows to ensuring timely, accurate, and scalable environmental reporting across subject areas and disciplines that supports compliance and consistency.
  • Provide data-driven analysis in support of the company's response to new and existing state legislation, regulation, and policies related to RECs, GHG, carbon allowances and offsets, RPS and other REC-based programs.
  • Serve as subject matter lead and mentor, supporting knowledge sharing, and continuous capability development across the team.
  • Proactively identify and recommend strategic solutions that enhance the company's regulatory preparedness and position in clean energy and carbon policy compliance.
  • Work closely with senior management and other departments in support of organizational objectives.
  • Represent the company when engaging with commercial counterparties, other utilities, state regulators, and other stakeholder groups.
  • Prepare testimony to support regulatory proceedings as required.
Requirements
  • Bachelor's Degree in Legal, Economics, Data Science, or a related field; or the equivalent combination of education and experience.
  • A minimum of seven years of experience in regulatory compliance and data analysis, or a related area.
  • Knowledge of GHG emissions, fuel mix, and REC reporting requirements and concepts in regulatory environments.
  • Data analysis and report compilation experience including proficiency in Microsoft Excel.
  • Proven skills in issue-spotting, problem solving, and analysis.
  • Familiarity with applicable federal, state, local laws, and regulations.
  • Strong communication and interpersonal skills to effectively advocate for the Company's position.
Preferences
  • Advanced degree.
  • Leadership and teamwork skills to negotiate with and influence peers and management on policy and strategic issues.
  • Knowledge of the company's policies, procedures, and practices.
