The Geoscience Energy And Maritime (GEM) Division Provides Advice, Technical Assistance, Research And Training Support To Pacific Island Countries And Territories (PICTs). There Are Four (4) Areas Of Scientific Programming Within This Division

Contract Duration – 2 years, until 15 December 2028 – subject to renewal depending on funding and performance.
Remuneration – The Pacific Regional Energy Auditor is a band 12 position in SPC’s 2026 salary scale, with a starting salary range of 3,743‒4,679 SDR (special drawing rights) per month, which currently converts to approximately FJD 11,566–14,458 (USD 5,016–6,270; EUR 4,526–5,658). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
Benefits for Staff in a position advertised internationally (EPAI) whose duty station is Suva – SPC provides a housing allowance of FJD 1,500–5,200 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

- Oceans and Maritime Programme (OMP) – assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.
- Georesources and Energy Programme (GEP) – assists member countries by applying technical knowledge in the areas of geoscience and sustainable energy use.
- Disaster and Community Resilience Programme (DCRP) – assists member countries to demonstrate strengthened resilience through integrated action on disaster risk management, climate change adaptation, natural resource management and increased access to water and sanitation.
- Earth and Ocean Observation Services – Promoting spatial data and systems analysis and capacity to improve decision-making to improve resilience and sustainable resource management.
The Key Responsibilities Of The Role Include
Regional Energy Governance and Oversight
- Provide independent technical oversight on regional energy transition progress.
- Support SPC and CROP agencies in strengthening governance mechanisms for energy transition.
- Contribute to the development of regional standards, indicators, and accountability mechanisms.
- Advise SPC leadership on governance gaps, risks, and corrective actions.
- Design and implement a regional energy monitoring and reporting framework, aligned with FESRIP.
- Coordinate data collection and validation across PICTs and CROP agencies.
- Produce the region’s State of the Energy Transition report.
- Track progress against SDG 7, NDC energy components, and regional energy targets.
- Support regional advocacy and coordination on energy transition initiatives.
- Contribute technical inputs to regional and international platforms (e.g. PIFS, PRETMM, UNFCCC, IRENA).
- Strengthen coordination between SPC, CROP agencies, and development partners.
- Support investment dialogue through credible technical evidence.
- Support the phased establishment of the Pacific Renewable Energy Commissioner (REC).
- Develop technical systems, tools, and processes that can be transferred to the REC office.
- Advise on institutional design, staffing needs, and operational readiness.
- Support SPC in transitioning from technical groundwork to permanent regional mechanisms.
Key selection criteria
Qualifications
- Master’s degree in energy policy, climate change, governance, economics, engineering, public policy, or equivalent body of knowledge and experience.
- At least 12-15 years of experience in energy, climate, governance, or infrastructure sectors, including 5+ in a managerial role.
- Demonstrated experience working on regional or multi-country programmes or initiatives.
- Strong analytical skills with proven experience in policy analysis, monitoring, and reporting.
- Experience analysing energy sector data, policy implementation, or energy transition progress.
- Experience working with governments, regional organisations, and development partners.
- Demonstrated ability to produce high-quality analytical reports and policy briefs.
- Excellent English communication skills (oral and written) with a working knowledge of French being an advantage.
- Ability to work in a multicultural, inclusive and equitable environment.

- This role requires working closely with national governments, regional organisations, and development partners across the Pacific. Please provide an example of a multi-country or regional initiative you have coordinated or contributed to. What was your role, what challenges did you face, and how did you ensure effective collaboration among diverse stakeholders?
- The Pacific Regional Energy Auditor will contribute to the development of regional energy governance mechanisms and support the establishment of the Pacific Renewable Energy Commissioner (REC). Please describe your experience supporting institutional or governance reforms in the energy or climate sector, including your role in advising on policy, governance frameworks, or institutional design.
